中文摘要: | 组织结构变革是组织生存、发展与创新的一个永恒主题。随着知识经济的兴起、新兴技术的应用与普及、学术研究与交流模式的改变以及用户信息需求和行为的转变对高校图书馆组织结构模式和管理方式提出新的机遇和挑战。面对剧烈的环境变化,高校图书馆传统的科层式组织结构,已经制约了图书馆的功能创新。如何实施有效的组织结构变革,加强部门之间的科学整合,提高组织结构的资源配置效率和管理运行效率,促进组织目标的实现,已成为高校图书馆实践中面对的重要议题。本研究以系统论、协同论、业务流程再造以及学习型组织等理论为指导,结合广泛的实证调研数据以及变革实例,从纵向、横向以及空间拓展三个维度深入阐释与分析了高校图书馆组织结构变革的重点、走向以及实现路径,并通过理论整合与提升构建了高校图书馆组织结构变革的实现模型,以期进一步丰富和完善图书馆管理理论体系,为高校图书馆组织结构变革实践提供参考。本研究分三个阶段:第一阶段,在对图书馆组织结构变革研究文献与相关理论回顾、总结的基础上,综合采用网络调查、专家访谈、问卷调查等多种方法揭示了高校图书馆组织结构变革的实然与应然状态。通过探索性因子构建图书馆组织结构变革的影响因素体系,以此为高校图书馆组织结构变革走向与实现路径提供理论和实践依据;第二阶段,根据前一阶段的理论探究、实证调研与影响因素分析结果,对高校图书馆组织结构变革方式与走向进行研究。本阶段从理论、方法和实践三个维度的立体化视角,对图书馆纵向、横向以及空间拓展三个维度的组织结构变革走向、实现路径与方式进行归纳,并通过理论整合与提升,从运行层、制约与驱动层、保障层等层面构建了图书馆组织结构变革的实现模型;第三阶段,选取典型案例及相关研究,验证所构建的模型,得出本研究的结论。本论文采用以实证分析为主的技术方法,主要包括:通过内容分析法对国内外高校图书馆网站进行调查,全面考察图书馆组织结构设置的现状;通过专家访谈与问卷调查获取图书馆实践管理者对图书馆组织结构变革的预期,探寻体现我国国情的高校图书馆组织结构变革的应然状态;通过探索性因子分析提炼图书馆组织结构变革影响因素,以此作为高校图书馆组织结构变革的参考依据。本研究在理论研究和实践分析的基础上得出三方面的结论:第一,组织结构变革是高校图书馆实现其创新发展的必然选择。组织结构变革将会对高校图书馆从功能创新到活动绩效等多个层面产生深远影响。日益复杂的发展环境下,高校图书馆对其组织结构变革已成为图书馆顺利转型实现可持续发展的必然选择。组织结构变革是实现图书馆功能创新的根本保障,是主动适应外部环境变化的重要方式,是提高图书馆服务绩效的最佳工具,也是提升图书馆员工的职业认知、技能与价值构建的工具;第二,高校图书馆组织结构变革受多种影响因素共同驱动和制约。这些因素主要涉及环境、组织规模与资源、技术、管理、战略五类,它们在图书馆组织结构变革过程中发挥不同的作用;第三,高校图书馆的组织结构变革沿着纵向、横向以及空间拓展三个维度,通过分权与再造、职能拓展与重组、整合与协同多种方式共同推进图书馆组织结构的整体变革。纵向维度结构变革是以权力关系和组织层级的调整与重新组配为基本内容,通过分权与再造实现图书馆决策的分权化、组织层级的扁平化。横向维度结构变革是以职能、部门、业务为变革要素,通过职能拓展与重组变革方式,促进图书馆机构重组与创新,为图书馆职能转变提供保障。空间拓展维度的结构变革主要指图书馆与分馆、院系资料室以及其他相关信息机构之间通过跨界整合与协同合作变革方式,形成一种以伙伴关系为基本工具,以整合与协同运作为基本特征的网络化组织结构。高校图书馆组织结构变革的三个维度六种方式相互促进、相互联系共同推进组织结构的系统变革。本研究的创新之处主要有以下几点:第一,通过探索性因子分析提出了高校图书馆组织结构变革的五类影响因素,包括环境、图书馆规模与资源、技术、管理与战略五类,并结合实例对各类型影响因素对组织结构变革的具体影响方式进行了深入分析。第二,在系统论、协同理论、业务流程再造理论以及学习型组织理论指导的基础上,结合广泛的实证调研数据和图书馆组织结构变革实例,构建了高校图书馆纵向、横向以及空间拓展三个维度的组织结构变革体系,并对各维度组织结构变革的重点、走向以及实现路径进行了具体分析,提出了分权与再造、职能拓展与重组、跨界整合与协同六种变革方式。第三,对高校图书馆纵向、横向以及空间拓展三个维度组织结构变革实现路径进行整合与理论提升,从运行层、驱动与制约层、保障层等层面,构建了高校图书馆组织结构变革的基本实现模型。 | |
英文摘要: | Organizational structure change is an eternal theme of organizations' survival, development and innovation. As the rise of “knowledge economy”, the use of new technology in libraries, the transformation of mode of research and communication, the shift in user behavior and information requirements, the mode of organizational structure and management of academic libraries would face new opportunities and challenges. Facing the environmental change, hierarchy organizational structure has restricted the function innovation of academic libraries. How to choose the management mode for effective organization change, integration of departments, and how to enhance the efficiency of resource allocation and management in organization of the library have been the topic for discussion in the research about organizational structure of academic library. Combining system theory, synergetics theory,business process reengineering and learning organization theory with the survey about organization structure change of academic library, this dissertation analyzes and explains the key changes, trends and achieving approaches of the vertical, horizontal, spatial expansion dimensional organization structure of academic library. Through the integration and improvement of theories, this dissertation builds the achieving approaches model for academic library’s organizational structure change. Therefore, this dissertation is providing theoretical and practical references for library management theories systems and management practices. The overall research ideas of this dissertation are divided into three phases. First,the author absorbs some theories, such as system theory, Synergetics theory, process reengineering, learning organization, this part points out the state-should-be andpractical state for organizational structure change of academic library with various empirical approaches, and sets up the system of influential factors of organization structure change of academic library through exploratory factor analysis. And the purpose of this is to explore the core theoretical and practical basis of setting up the mode of organizational structure change of academic library. Second, based on the first phase, this part mainly focuses on the way and trend of changes of academic libraries’ organization structure. From the perspectives of theory, method and practice, this part concludes the modeincluding vertical axis, horizontal axis and spatial expansion axis of organization structure change of academic libraries.Finally, through selecting typical case, it proves the conclusions of this dissertation. This dissertation adopts some approaches of empirical analysis. At first, it investigates the academic libraries at home and abroad through content analysis of website to explore the state of reality of organization chart setting of libraries. At second, it achieves the libraries’ managers’ expectations of organizational structure change of academic library through expert interviews and questionnaire survey to explore the state-should-be of organizational structure change of academic library in line with our national conditions. At third, it sets up the systems of influential factors of organizational structure change of library to provide the references for the practice of academic library organization structure change. The conclusions of dissertation are divided into three parts. The first, it is important to change the organization structure of academic library. The organizational structure change of academic library would affect the development of academic library from its function innovation to its action performance. The complicated development environment and the fast environment change make the organization structure change be the necessary choice for library’ smooth transition to realize sustainable development. The organizational structure change is a guarantee for function innovation, is the important pattern for adapting to changes in their external environments, is the best tool for promoting the service performance, and is the tool for professional cognition and skill and value construction. The second, various influential factors would drive and restrict organization structure change of academic library. These factors include environment, scale of organization, resources, technology, management, and strategy which could play different roles in the process of organization structure change. The third, organization structure change of academic library is advanced with six modes of separation of powers, re-engineer, and prolongation of function, recombination, integration and synergy along three-axis of lengthways, crosswise and space. Based on regulation and redistribution of power, axis of lengthways would achieve decentralization of internal management and decision-making in library and flat organization structure. Base on organization, business process and post, axis of crosswise could promote innovation and recombination of organization to provide guarantee for library function change.The structural changes of spatial expansion dimension mainly refer to the cross-border integration and collaboration changes between the library and branches, department reference rooms and other relevant information agencies, in order to form a networked organizational structure which takes partnership as the basic tool,and takes integration and cooperation as the basic characteristic. The three dimensions and six patterns of the academic library's organizational structural change are functioning jointly to promote the systemic changes of organizational structure. The innovations of this dissertation include: First, the system of influential factors has been constructed in five dimensions of environment, scale of library, technology, management and strategy.And the way of influence of every kind influential factors to organizational structure change is analyzed combining some examples. Second, based on theory of system, synergy, business process reengineering and learning organization, and the practice of organization structure change, this dissertation constructs six kinds of three-dimensional mode of organizational structure changes. The six modes include separation of powers, reconstitution, and prolongation of function, recombination, integration and synergy. Third, based on three-axis of vertical, horizontal and spatial expansion analysis of organizational structure changes, this dissertation designs the basic achieving model for academic libraries’ organizational structure changes.The model consists of operation layer, motivation layer and support layer. | |
