| 中文摘要: | 随着中国经济的快速发展,电力需求量也越来越大,电力市场也进入到了一个高速发展的阶段,火电机组规模从300 MW亚临界机组飞跃到l000 MW超超临界机组,同时从开工建设到交机的时间也一直在持续缩短,工期记录不断被刷新。电厂建设首要任务便是早投产、早发电、早收益,随着各大电力企业对于发电利润的追求,对火电施工项目的工期要求也越来越苛刻,如何使工程项目始终在可知可控、优质高效、安全文明的情况下按业主要求的工期完成乃至提前完成,逐步成为投资方和施工方共同关注的焦点。本文主要基于以上原因,对火电施工项目的时间管理进行了研究。 本文主要是通过项目时间管理理论及对火电施工项目特点的回顾,并通过对火电施工项目时间管理存在问题的分析,制定相关的解决方案和措施,保证火电施工项目与项目时间管理进行了有机的结合,使项目时间管理在火电施工中得以更全面的应用与发展。 本文首先对火电施工项目时间管理现状及影响因素进行了分析,并结合实际分析了火力发电厂施工项目时间管理的特点;然后重点论述了火电施工项目的时间管理,对火电施工时间管理的计划编制流程、原则、层次进行了说明,然后对进度计划的编制内容进行了详细阐述;在火电施工项目时间管理保证体系中,对火电施工项目时间管理保证体系编制的依据、构成、建立等进行了详细的说明,并对项目时间管理保证体系中的相关主要人员进行了责权任务的划分;另外从项目时间管理控制点的设置、控制的流程、控制内容以及改进的策划、实施与评价等方面对火电施工项目时间管理的控制与改进进行了针对性的分析,并编制了试用于火电施工项目时间管理控制与改进的相关内容;最后,通过以准东项目施工中的时间管理为例,充分运用了项目时间管理的理论、方法以及工具对整个工程项目实施了全面有效的时间管理,进一步深化了项目时间管理在火电施工项目中的运用,有利于对火电施工项目时间管理进行更好的控制。 | |
| 英文摘要: | With China’s rapid economic development, the demand for electricity is becoming larger and larger. Power market is entering a new stage with high speed that the unit capacity has realized from 300MW to 600MW or 1000MW and pressure level from subcritical to supercritical or ultra-supercritical with leap. Meanwhile the project period for thermal power construction has being refreshed constantly. The first task of power plant construction is operating, generating and benefiting as soon as possible. As the project period requirement for thermal power plant becomes shorter and shorter because of the pursuit for generating profits, how to make the project completed within the period as owner requires or as early as possible. Also the project must be controllable, efficient with high quality and safe. Generally both investor and constructor will focus on this kind of project. Basing on the above reasons, the thesis has made some research on time management for thermal power plant construction. By reviewing the project time management theory and the feature of thermal plant construction and analyzing the problems of time management in thermal plant construction, this thesis makes relevant plan and measure to make sure that the thermal plant construction and project time management are combining reasonable and the time management theory will be applied in all aspects for thermal plant construction. Firstly, it analyzes thermal plant time management current situation and effect factor and the characteristics combining with practice; then mainly discusses the time management of thermal plant construction and illustrates the plan compilation process, principle, grade of thermal plant construction time management; states the contents of progress plan in detail; illustrates the basis, composition and how to set up guarantee system of thermal plant construction project time management in detail; divides the relative mainly personnel’s responsibility in the guarantee system. Furthermore, it analyzes how to control and improve time management in the following fields, such as setting up the controlling point, controlling process, contents and improving plan, implementation and evaluation. Also it complies with the relevant content that is used for time management controlling and improving for thermal plant construction. At last, by applying the theory, methods and tools of project time management, for example, Xinjiang Zhundong 350MW supercritical units installation brought effect time management in force and deepened the use of time management in thermal plant project in favor of better time management controlling for thermal plant construction. | |
