中文摘要：	近年来，烟草行业改革持续推进；并且，改革的力度不断加大。在这种背景下，山东中烟工业有限责任公司制定了三步走的发展战略。青州卷烟厂作为山东中烟工业有限责任公司重要生产加工基地，是公司重要一分子，在公司的战略实现过程中承担着重要的作用。为此，青州卷烟厂认真解读公司发展战略，明确自身定位及使命，提出了“11610”工作思路；并且，将六西格玛管理的导入与推广作为工作思路“十项重点工作”之一，目的在于整合运用先进管理思想方法，助力产品质量稳定与提升，同时为企业培养管理加技术的复合型人才队伍，使企业保持永续发展的动力。本文以查阅与课题相关的理论文献和资料为主要研究方法和手段，在了解国内外对六西格玛管理的研究角度、六西格玛管理的原创思维，以及研究的层次和高度基础上，通过在企业相关工作中获得的第一手原始资料和切实体验总结六西格玛管理项目在卷烟加工企业成功实施的经验，为其他卷烟工厂乃至一般制造企业提供参考和借鉴。本文的主要研究内容有：青州卷烟厂六西格玛管理项目的独特性及实施框架，主要包括青州卷烟厂发展历史与现状、青州卷烟厂面临的机遇与挑战、六西格玛管理实施总体分析；青州卷烟厂六西格玛管理项目实施的准备，主要包括六西格玛变革动议及可行性分析、六西格玛管理项目规划目标、六西格玛管理提供源选择与确定；青州卷烟厂六西格玛管理项目的具体实施，主要包括六西格玛管理项目启动、六西格玛改善项目的管理、六西格玛基础建设。
英文摘要：	In recent years, the tobacco industry reform continues to advance; and the reform dynamics enlarges unceasingly. In this context, China tobacco Shandong industrial Co., LTD made the three-step development strategy. As the major production and processing base, Qingzhou cigarette factory is an important part, playing an important role in the process of the company's strategic implementation. Therefore, after carefully reading and understanding the company’s development strategy, Qingzhou cigarette factory clear its own position and mission, and put forward the "11610" working train of thought. In line with the integrated use of advanced management thought method, power stability and improve product quality, at the same time for enterprises to cultivate interdisciplinary talents management and technical team, make the enterprise keep sustainable development of the power in the first place, the import & promotion of six sigma management was included in the ten priorities. In the process of thesis writing, the author took measures of referring to related theory literatures and materials as the main research methods and means. On the basis of understanding of six sigma management both at home and abroad research Angle, the six sigma management of original thinking, and research level and height of the basis, the author used the advantage of the first-hand original data and practical experience that gained by the relevant work in the enterprise, summed up successful experience of the six sigma management project in cigarette processing enterprises. At the same time, it can give help to the rest of the cigarette factory, and general manufacturing enterprises. This thesis main research content includes: the uniqueness of six sigma project management and implementation framework of Qingzhou cigarette factory, mainly includes the Qingzhou cigarette factory’s history and present situation, opportunities and challenges Qingzhou cigarette factories faced, overall analysis of six sigma management implementing, etc.; preparation of Qingzhou cigarettes factory’s six sigma management project implementing, mainly includes the six sigma initiative change and feasibility analysis, the six sigma management project’s planning objectives, how to selection and determine the six sigma management supplier; the specific implementation of six sigma management project in Qingzhou cigarette factories, mainly includes the project starting of six sigma management, how to manage the projects that selected in the course of six sigma project management implementing, infrastructure of six sigma system.
