中文摘要：	回顾信息化建设发展趋势，不难发现用户的信息化建设需求是个由低到高的过程，每个用户信息化建设基本规律，都是遵循从信息化基础设施，到应用系统，再到运维保护的一个过程。随着信息系统逐步上升为企业生产运行的中枢，如何保障信息系统的安全、稳定早已成为保证企业生产持续运行的关键。在过去数据量不大的时候，用户已经习惯了先存储，再备份，最后实施容灾的数据保护模式。但是，随着信息系统变得日益复杂，数据量快速增长以及存储新技术不断涌现，企业的数据备份系统以及业务连续性受到了前所未有的挑战。企业在部署备份方案的同时，也必须考虑到一些关键业务系统的安全和连续性。在信息化运维时代，数据的商业价值凸现，容灾作为企业完善业务风险防范的最后一道屏障，在有效协助企业完成信息化管理目标的同时，将职责落实到容灾系统和责任人，所以容灾不再是一个可选项，而是必选项。数据的价值在不同的行业中大相径庭，不同规模的公司、甚至同一公司的不同应用程序也具有不同的数据价值。但不论对于中小型公司还是大型企业机构而言，由于网站停运引起商业机会损失，生产力闲置，客户满意度下降等等，都是不容小觑的损失。本论文首先对风险及风险管理理论、项目管理及项目管理理论和容灾备份相关理论进行了系统研究。紧接着对烟草行业及山东中烟信息化发展历程进行了系统阐述，然后对实施山东中烟容灾备份项目过程中的独特性进行了说明，在此基础上综合应用文献分析法、德尔菲法对容灾备份项目风险进行了定性分析，给出了项目风险清单。随后按照项目实施的前期准备、实施、运行维护三个阶段对项目风险进行了分类，综合应用德尔菲法与和积法对不同阶段的风险进行了评价，排出了先后顺序。最后结合实施山东中烟容灾备份项目的实际情况制定了应对不同风险的具体措施，以便达到降低风险发生概率和损失额的目的，进而确保项目达到预定目标。
英文摘要：	Looking at the trend of information construction development, it is not difficult to find that the user's information construction needs is a process from low to high. The basic rules of each user’s information construction, all follow from the information infrastructure, application system, and then to a process operation protection. As the information system gradually rises as the central of the production and operation, how to make sure the safety and stability of the information system has become critical to ensure the enterprises’ continuous operation. In the past when the amount of data is not large, users are accustomed to the mode of first storage, then backup, and do the disaster recovery at the end. However, with the development of information systems becoming more and more complex, the increasing amount of data as well as the rapid growth of new storage technologies, data backup system and business continuity has become a huge challenge. While the enterprises are making a backup plan, the safety of some key business system and continuity must also be considered. In the era of the information technology, the commercial value of the data become important, and disaster recovery as the last bulwark of enterprises to improve their business risk prevention, while effectively assists the enterprise information management goals, responsibilities to implement disaster recovery system and responsible person, so disaster recovery is no longer an option, but a necessary option. The value of the data is very different in different industries, companies of different sizes, even different applications of the same company also has a different data value. But whether for small and medium-sized companies or large enterprise organizations, the loss of business opportunities, productivity idle, decline in customer satisfaction due to webpage outage, etc., should not be underestimated. In this thesis, we first present a detailed description of the theory of risk and risk management, project management and project management theory and the theory of disaster recovery system; followed by the tobacco industry and the development of the information technology system of China Tobacco Shandong Iidustrial Co., Ltd, and then we explain the uniqueness during the implementation of the disaster recovery process in China Tobacco Shandong Iidustrial Co., Ltd. On the basis of comprehensive application of the literature analysis method, Delphi method for the qualitative analysis of the disaster backup project risk, the risks list for the project is given. Then in accordance with the implementation of the project preparation, implementation, operation and maintenance of three stages of project risk classification, comprehensive evaluation is carried out on different stages of risk by Delphi method and integral method, and the sequence is provided after that. Finally, with the implementation of the actual situation of the disaster recovery project in China Tobacco Shandong Iidustrial Co., Ltd, specific measures are developed to deal with different risks in order to reduce the probability of risk and the amount of loss, and thus ensure that the project reached the intended goals.
