中文摘要:“十二五”期间,我国城镇化将获得进一步的发展,城市建设大型工程项目是其中最为活跃的因素。城市建设大型工程项目是提升城市承载力的主要途径,同时城市建设大型工程项目又受到城市经济、社会、自然和人工环境承载力的制约,项目的建设和运营不能超越承载力的阀值而存在。然而随着我国城镇化建设的深入,却逐步显露出城市建设大型工程项目与城市承载力不相匹配的状态,具体表现为有些项目的建成非但没有提升城市承载力,反而对城市的发展造成了破坏;有些项目是能够提升城市的综合承载力的,但是城市现有的承载力不足,不能满足项目建成的条件。因此,本文开展了基于承载力的城市建设大型工程项目前评估的研究。只有开展基于承载力的城市建设大型工程项目前评估研究,才能够真正克服投资的盲目性,降低项目对自然环境和社会环境的破坏,真正保障项目的可行性。 本文在参阅了大量国内外有关城市承载力、大型城市建设项目和项目评估的理论和文献的基础上,对承载力和城市建设大型工程项目的概念和内涵进行了界定。 在明确了城市建设大型工程项目与承载力的双向关系后,从承载力的角度出发,研究了城市建设大型工程项目前评估的主要内容,主要包括项目对于城市承载力的贡献分析,项目对于承载力的需求分析和项目自身承载力和可行性分析。最后本文在项目前评估内容的基础上,构建了基于承载力的城市建设大型工程项目评价指标体系,利用层次分析法确定了指标权重,运用模糊综合评价法对项目的整体情况进行了评价。 本文的主要创新点在于提出了城市建设大型工程项目与城市承载力贡献与需求的关系理论,从承载力的角度出发研究了城市建设大型工程项目前评估的主要内容,在分析一般项目前评估流程的基础上,总结出了适用于本研究的项目前评估流程,利用层次分析法和模糊综合评价法对项目进行了综合评价。 
英文摘要:During the period of “Twelfth Five-Year Plan for National Economic and Social Development", China's urbanization will be further developed, large projects of city construction is the most active factor. Large projects of city construction is the main way to enhance the urban carrying capacity, at the same time, large-scale projects of city construction are restricted by the city economy, society, natural and artificial environment carrying capacity, the construction and operation of the projects can not exceed the urban carrying capacity. However, with the deepening of China's urbanization, there produced the problem that large-scale projects of city construction does not match the urban carrying capacity. Some projects didn’t enhance the urban carrying capacity, but caused damage to the city development; some projects are able to enhance the comprehensive carrying capacity of the city, but the current urban carrying capacity can not meet the requirement of the projects. Therefore, this thesis carried out the research on the evaluation of the large projects of city construction based on the urban carrying capacity. Only evaluating the large projects of city construction from the view of urban carrying capacity, can we overcome blindness of investment, reduce the damage for the natural environment and social environment, truly grasp the implementation conditions of the project, and guarantee the project feasibility. Based on consulting a lot of domestic and foreign theory and literature about urban carrying capacity, large projects of city construction and project evaluation, the thesis defined the concept and connotation about urban carrying capacity and large projects of city construction. After making clear the two-way relationship between the urban carrying capacity and large-scale projects of city construction, the thesis did a research on the main content of the evaluation of large-scale engineering projects of city construction from the angle of city bearing capacity, include the analysis of the contribution to the urban carrying capacity, the analysis of the demand for the urban carrying capacity and the analysis of project feasibility. Finally the paper constructed the evaluation index system of large projects of city construction from the urban carrying capacity using the analytic hierarchy approach and made comprehensive evaluation by fuzzy comprehensive evaluation method. The main innovation of this thesis lays in putting forward the relationship theory between the large engineering project of city construction and the urban carrying capacity, doing a research on the main content of the evaluation of large-scale engineering projects of city construction from the angle of city bearing capacity, on the basis of general project evaluation processes, summarizing the project evaluation process for the thesis research, using the method of analytic hierarchy and fuzzy comprehensive evaluation method to complete the evaluation.
