中文摘要：	我国数字档案馆的发展开始于20世纪80年代末90年代初，是计算机网络技术在档案馆领域应用、电子文件与数字档案的产生、社会公众对档案资源远程利用的需求不断增加以及政府信息化政策的推动等因素综合作用下产生的，虽然开始时间较晚，但在政府的推动下发展迅速，全国已经有多个省市建成数字档案馆。 进行数字档案馆项目评价，可以很好的指导数字档案馆项目建设。目前国内在数字档案馆项目评价领域已经进行了初步研究。纵观数字档案馆项目评价领域的研究发现，他们大多是从用户或者档案馆的角度进行评价，角度单一；而且进行的多是事后评价，对数字档案馆项目建设的指导价值十分有限。 本文在借鉴前人对数字档案馆项目评价经验的基础上，首次引进国外先进的决策分析技术——价值焦点思考方法，通过访谈、案例分析、文献研究等方法识别数字档案馆项目的利益相关者，并对不同利益相关者的价值目标进行综合分析，最终整理出数字档案馆项目评价指标体系。最后，采用德尔菲法，邀请数字档案馆领域的专家对各项指标的权重进行打分，确定指标权重体系。 价值焦点思考方法在数字档案馆领域的应用，很好的解决了评价时角度单一的问题，全面综合考虑了项目建设中涉及的所有利益相关者及其价值目标。同时，运用价值焦点思考方法对数字档案馆项目进行评价可以在事前进行，因此能够更好的指导数字档案馆项目的建设，促进数字档案馆的发展。
英文摘要：	The development of digital archives in our country begins in the 1980 s and early 1990 s, as a result of application of computer network technology in archives field, emergent of electronic records, continuously increasing demand of remote use of archives resources and promotion of government information policy. Although started late, it has a rapid development under the impetus of the government. At present, there are a few cities have built digital archives all around the county. Evaluation of digital archives can guide the construction of digital archives project very well. There have been several researchers studied in this field in domestic in these days. However, make a general survey of these studies, we will find that most of them make evaluation from the point of view of user or archives, their perspectives are single. Besides, the evaluation they made are ex-post evaluation, so there are limited significance for guiding the construction of digital archives project. On the basis of predecessors' experience of digital archives project evaluation, this study introduces advanced decision analysis technique----Value Focused Thinking to digital archives field. Identification stakeholders through construction of digital archives project by interview, case study, document research and so on, then analysis values of the different stakeholders, clear up digital archives project evaluation index system. At last, invite experts in the field of digital archives to give each index a score, determine the index weight system by Delphi method. Application of Value focused thinking method in the field of digital archives will solve the problem of single perspective when make evaluation, consider all the stakeholders and their values. Meanwhile, we can make evaluation in advance, therefore, this study will give a better guidance for digital archive construction, promote the development of digital archives.
