中文摘要:21世纪是以信息技能为核心的高新技能主导的世纪。信息化已成为衡量一个国家、一个行业现代化程度的主要标志之一。烟草行业在世界经济全球化、信息网络化的新形势下,就是要推进信息化在更大范围、更深层次、更高水平与烟草产业相融合,以信息化支撑“卷烟上水平”,打造“一体化数字烟草”,进而提升中国烟草的整体竞争实力。在现代烟草企业CIMS信息体系架构下,生产执行系统(以下简称MES)成为支撑企业核心生产指挥,完成精细化生产、提高制造柔性化、保障多点生产卷烟产品均质化的根本保证,得到了越来越多烟草企业的重视。实施MES项目成为烟草企业信息化和生产发展的必然要求,同时MES项目的建设是一个高投入、高风险的系统工程建设,具有投资大、周期长、涉及内容广、实施难度大和协调任务重的特点,项目实施的风险性极高,如果不能有效的规避风险,将导致项目结果不尽如意甚至失败。因此,如何有效对风险进行识别,可靠地进行风险度量,从而提出切实可行的风险解决方案,全面预防项目实施过程中出现的风险问题,提高项目质量,降低项目成本是我们在实施MES项目过程中必须考虑解决的问题。本文首先对项目管理和项目风险管理理论和MES相关理论进行了系统研究。其次对青州卷烟厂MES项目的实施背景进行了详细描述,接着对MES项目的独特性进行了分析,在此基础上,应用文献分析法和专家评价法对MES项目实施的项目风险进行了风险识别,给出项目风险清单。第三,按照项目风险的分类,应用专家决策法和风险矩阵法对项目风险要素进行了风险评价,对风险进行排序。最后,结合青州卷烟厂MES项目的实际情况制定了应对项目风险要素的具体措施,尽量规避或降低项目风险,达到确保项目目标的实现。 
英文摘要:The 21st century is high skills century as dominant, taking information skills as core. Informatization has become the measure of a country with an industry contemporary change degree. Tobacco industry under the new situation of the world economic globalization, information network is to promote greater scope, deeper and higher level. Tobacco industry, combining with the information support focuses on “upper cigarette level”, create “integrated digital tobacco”, and enhance the overall competitiveness of China tobacco. With CIMS information body framework of the modern tobacco enterprise, the manufacturing execution system(MES)has become core production command to support enterprise progress, and gives the fundamental guarantee of refined production, improved manufacturing flexibility, more production and qualitative cigarette. It has come with more and more attention of similar tobacco enterprises. Implementation of MES project is the necessity of tobacco enterprise informatization and increasing production demands. At the same time, MES project implementation is a kind of big integrated engineering construction with large investment and high risk system, having the characteristics of multiple investment, long cycle, covered scope, implementation hurdles, heavy coordination task. The risk is extremely high, if can't effectively avoid risk, it will cause the project results are away of best and even failure Therefore, in the implementation of MES project, we must consider the process of solving below problems: how to effectively for risk identification, risk measurement and reliably, and then puts forward the feasible risk solutions, the comprehensive prevention project implementation appeared in the process of risk, to improve project quality and reduce the project cost is must be considered in the process of solving problems. In this article, firstly have system research of the project management and project risk management theory, MES related theory. Secondly, MES project implementation background of Qingzhou cigarette factory is described in detail. And then the uniqueness of MES project is analyzed. Based on this, the application of literature analysis and expert evaluation method of MES project implementation project help to do risk identification, and project risk checklist. Thirdly, according to the project risk classification, the application of expert decision and risk matrix method to the project risk factors for risk assessment of risk, sorting. Finally, combined with the actual conditions of MES project of Qingzhou cigarette Factory, specific measures are come out to face up project risk factors, try to avoid or reduce the project risk, to ensure the realization of the objective of the project.
