中文摘要:在全球烟草市场逐步被跨国烟草巨头垄断的背景下,中国烟草总公司将“走出去”战略上升为行业战略。山东中烟实施“走出去”战略,设立境外投资项目是途经之一,在设立境外投资企业过程中,建立科学的项目前期决策体系问题亟待解决。 论文从山东中烟境外项目前期决策面临的问题出发,通过分析山东中烟境外投资项目前期决策的独特性,结合项目管理中有关境外投资项目管理、投资决策、项目评估和项目风险管理相关理论,得出适合山东中烟境外投资项目前期决策方法,并依据层次分析法步骤,搭建决策模型。 山东中烟境外投资项目前期决策存在投资相关信息不足、不确定性因素多、业务人员经验丰富等特点,根据上述特点,山东中烟将境外项目前期决策分为境外投资机会分析、预可行性研究、模型决策三个阶段,分别使用文案调查法、实地考察法、专家评分法和层次分析法,对拟投资项目进行初步评估后,进行决策,得出决策结论用于实际操作。 论文以山东中烟坦桑尼亚合作项目为例,验证决策方法和决策模型可行性,通过决策结果及应用效果,得出山东中烟境外投资项目前期决策过程中,对于由环境变化引起的不确定性因素,可以由加强项目风险管理应对,对于拟投资环境不熟悉造成的不确定性因素,可采取科学评估,搭建模型的途径解决,山东中烟境外投资项目前期决策模型较为科学具备可操作性的结论。 由于论文仅对山东中烟境外投资项目公司层面前期决策进行研究,未涉及行业主管机关层面的决策,研究有局限,未来存在研究空间。 
英文摘要:China national Tobacco Corporation has nowadays upgraded “Go Overseas” policy as its industry strategy under the background that multi-national tobacco giants gradually occupied a large proportion of today’s global tobacco markets. China Tobacco Shandong Industrial Co., Ltd. Implements as well it’s “Go Overseas” strategy and sets up overseas investment projects as one of the routes. In the process of setting up an oversea investment project, we need to urgently resolve the problem of building up a scientific project preliminary decision-making system. This thesis focuses on problems faced during the process of project preliminary decision-making by China Tobacco Shandong Industrial Co., Ltd. as a starting point, through analyzing the uniqueness of the initial decision-makings of Shandong Tobacco’s overseas investment project, to combine with relevant theories of project management, investment action plan, project evaluation and project risk management concerning overseas investment in the project management, so as to obtain an appropriate method of the project preliminary decision-making in the overseas investment by Shandong Tobacco Industrial Co., Ltd. and according to the steps of analytic hierarchy process to build a decision-making model. Currently, in the early decisions of the overseas investment projects of China tobacco Shandong Co.,Ltd, the main problems are the lacking of investment information, uncertainties exceeding, and staff inexperience. To solve these problems, the early decision of the investment is carried out in three phases: opportunity analysis of the overseas investment, feasibility study and model decision. On this basis, several methods such as documents investigation, field survey, expert grading and level analysis, will be used for the preliminary evaluation of the investment project. After that, the decision result will be made for further practical operation. In this paper, we take the cooperative project with Tanzania as an example, identifying the feasibility of the proposed method and model. From the decision result and application effect, we can find that during the early decisions of the oversea investment, project risk management can be improved to deal with the uncertainties caused by the environment changing. At the same time, the uncertainties because of the unfamiliarity with the investment environment can be solved by scientific assessment and model constructing. On this basis, we draw a conclusion that the decision model for the overseas investment project is practical for operation. Since the research is only concerned with the early decisions of the company level, not involving the decisions of relevant administrative departments, the limitations of this paper are obvious, and more can be studied in the future.
