| 中文摘要: | 随着企业信息化的建设和发展,信息系统开发项目的规模越来越大,复杂性、集成性越来越高,项目管理的难度逐渐加大。尤其是项目的进度管理,作为的项目管理的重要分支和项目管理的三大管理职能之一,项目进度管理的技术和水平的提高是保证项目按期完成的关键。 当前全球面临着严重的资源危机,物价飞涨,针对某些稀缺资源无法共享问题而造成的项目计划的变更,项目延期,从而引起的项目成本增加,风险增高的问题,对传统的项目进度管理技术提出了新的挑战。在项目实施过程中各种不确定性因素也对整个项目按时完工的构成了极大的风险。作为一种新的项目进度计划和控制的方法,将关键链(critical chain project management,CCPM)管理技术和传统计划评估审查技术(project evaluation & review technique,PERT)相接合的方法,强调了在制定项目计划时考虑现实存在的资源约束、项目执行过程中的动态管理以及整个项目管理进程中的持续改进。本文将在天津劳动就业管理信息系统开发项目中引入PERT和CCPM相接合的进度控制方法,为信息系统开发项目进度管理提供一种新的思路。 本文首先简单论述当前国内外项目进度管理控制的现状,然后对项目进度管理、进度控制的基础理论和技术方法理论进行分析,接着将PERT和CCPM的两种进度控制方法相结合,通过对天津劳动就业管理信息系统开发项目当前进度管理存在的问题进行详细分析,并将PERT和CCPM相结合的进度管理方法应用于该项目,优化改进项目的进度管理过程,证实作者构建的PERT和CCPM相结合的进度管理方法对缩短项目工期,加强项目进度管理与预算约束能力具有有效的作用。 | |
| 英文摘要: | With the construction and development of enterprise informatization, the scale of information system development project has become bigger and bigger, and its complexity and integration have also become increasingly higher, which have raised higher requirement on project management. As one of the nine project management knowledge systems, project management is one of the three major management functions and an important branch of project management. As the management link of project progress management, progress control is the key to guarantee the project to be completed on schedule. At present, serious resource crisis and soaring prices have swept across the globe, and the delay of entire project or even the change of the whole project plan is resulted from the shortage of certain scarce resources sharing, thus resulting in higher cost and risk. Various uncertainties in the project implementation process also form a great risk for the entire project being completed on time. These are all the new challenges for the traditional project progress management techniques. As a new method of project progress plan and control, it integrates the critical chain (critical chain project management, CCPM) management technique and traditional program evaluation review technique (project evaluation& review technique, PERT) together, and it emphasizes on the dynamic management during considering the existing resource constraints and project implementation and the continuous improvement in the whole project management processes. This paper will introduce the schedule control method combining PERT and CCPM into the development project of Tianjin labor employment management operating system, so as to provide a new way of thinking for the schedule management of information systems development project. First, this paper will briefly discuss the current status of project progress management control at home and abroad, then it will make a in-depth system research on project progress management and the basic theory and technology method of progress control, and then it will construct the schedule management method based on the combination of PERT and CCPM, moreover, it will also make a detailed analysis on the development project of Tianjin labor employment management information systems, emphasizing on how to improve the progress management process of the development project of Tianjin labor employment management information systems based on the combination of PERT and CCPM , so as to confirm that the schedule management method based on the combination of PERT and CCPM can effectively shorten the project duration and improve the project's ability to meet schedule and budget constraints. | |
