中文摘要：	进入21世纪，招标投标已经不再是一项新生事物，尤其是在我国建设领域内的大力推行和实施，招标投标正发挥着积极的作用，特别是《中华人民共和国招标投标法》的正式颁布，标志着我国在招投标工作领域已经取得了实质性的进展和成绩，为国家节约了大量的建设投资资金。但是在推行中仍然存在这样或那样的问题。　　　本文首先介绍了招标投标相关的法律法规以及招投标的主要方式和主要流程，同时从理论、内涵、特点三个方面对价值工程做出详细的介绍。通过实践相关的研究方法对机电设备招投标领域的特点和现状进行了深入的研究和分析，同时结合自身的工作经验对目前机电设备招投标领域存在的问题进行了讨论并给出相应的解决意见。本研究又针对机电设备招投标的主要流程进行了相关的分析和研究，同时在机电设备评标的过程中如何引入价值工程及具体方法进行阐述。通过亲身经历的采购案例更加证明了价值工程在机电设备评标过程中的重要性和必要性。最后本研究还分析了论文写作中的不足和未来希望能够改进的方面。　　　本论文研究的意义是强调在机电设备招投标的工作中引入价值工程的必要性，因为目前机电设备扎投标领域所采用的评标方法仍然是经评审最低价法和综合评估法，虽然这两种方法都具备相当的实用性和理论基础，但是未来的采购过程更需要重视功能性分析的评标方法和理论。而且引入价值工程的目的就是帮助招标方优化功能性分析、节约投资、促进招投标工作的良好有序的发展，维护招标方的合法权益。当然由于各种原因本论文也存在一定的不足之处，需要未来再更加深入的研究和讨论。
英文摘要：	In the 21th century, to invite and to submit bids are all no longer the new things, in China, especially because of the implementation of construction, the bidding are playing an active role. Bidding law of the People’s Republic of China was formally promulgated, this indicates that the filed of bidding in China has made substantial progress and achievements, and help country to save a lot of construction investment funds. However, there still exist variety of problems. 　　　Firstly, this thesis introduces the main form of the relevant laws and regulations of the bidding. While, make a detailed description from three aspects: theory, content and feature. Author of this thesis conducted in-depth research and analysis to the characteristics and status of the mechanical and electrical equipment bidding through the practice-related research. Then author discussed the current problems in the field of electrical and mechanical equipment bidding and then gave the corresponding advices by combining with his own experience. Furthermore, author analyzed the process of the mechanical and electrical equipment bidding, and then stated how to introduce the value engineering through the process of evaluation of the mechanical and electrical equipment bid. There exist more proofs of the importance and necessity of the value engineering in the process of mechanical and electrical equipment evaluation because of the author’s experienced procurement cases. Finally, author analyzed the drawbacks of thesis writing and the possible improved aspects. 　　　The significance of this thesis is to stress the necessity of the introduction of value engineering in the work of mechanical and electrical equipment bidding. Although these two methods have considerable practical and theoretical basis, the evaluation in the field of mechanical and electrical equipment bar tender still review the lowest price method and comprehensive evaluation method. In the future, the process the procurement needs to focus on the evaluation of functional analysis methods and theories. Moreover, the purpose of introduction of the value engineering is to help the tender side to optimize the functional analysis, save the investment, promote the development of the bidding and safeguard the legal rights of the tender side. Due to various reasons, there are drawbacks in this thesis. These will be study deeply in the future.
