| 中文摘要: | 作为商业银行三大风险之一的操作风险,其管理和控制一直都是商业银行面临的一项重要议题。随着全球一体化的趋势、金融产品和服务多元化进程加速,银行业的经营环境也越发的错综复杂,由操作风险引发的案件的数量和损失金额也越来越大,对操作风险的管理因此成为从金额机构到监管部门以及学者都广泛关注和高度重视的课题。近年来,建设银行在推动操作风险管理方面做出了很多有益的尝试,但是与国际活跃银行相比还存在较大的差距。在这一背景下,本文结合建行天津分行实际,探索解决建行天津分行操作风险管理体系构建及控制问题。论文首先阐述了商业银行操作风险管理研究的背景和目的,对国内外操作风险研究成果进行了对比和分析。然后对操作风险的基本概念:界定、分类以及主要特征进行了介绍。在此基础上,从组织架构和管理流程两个方面入手,对现阶段国内外活跃银行操作风险的管理基本方法和理论进行了阐述。然后本论文以建设银行天津分行作为主要研究对象,对现阶段天津分行操作风险的管理模式、表现形式和操作风险损失的特征进行了分析,剖析了建行天津分行操作风险管理过程中存在的弊端,包括组织架构不健全、内控机制不完善、人员因素不到位等。论文最后结合天津分行操作风险管理的特点,从健全操作风险管理体系、加强操作风险管理的内控基础建设、完善操作风险信息化控制、培育健康的操作风险管理文化和理念等四个方面入手,有针对性的提出了强化操作风险管理的对策和建议。 | |
| 英文摘要: | Operational risk is one of the three major risks of commercial banks. Management and control of operational risk has always been an important issue that commercial banks have to face. Along with the trend of globalization as long as the ever-changing financial products and services, the banking environment becomes more and more complex. The number of cases caused by operational risk and the amount of the loss is also growing. Management of operational risk has therefore become the subject of widespread concern and attached great importance to the regulatory authorities as well as scholars from the amount of institutional. In recent years, China Construction Bank has made many useful attempts at promoting operational risk management. But there are still large gaps compared with the internationally active banks. In this background, this paper combined with the practice of China Construction Bank Tianjin Branch. This article mainly explores solutions to the building of operational risk management system and control problems of CCB Tianjin branch. First of all, the thesis describes the background and significance of the operational risk management research, comparison and analysis of operational risk research at home and abroad. Then the basic concepts of operational risk: definition, classification and characteristics are described. On this basis, this thesis introduces the methods and theories of advanced banks’ operational risk management from the aspects of organizational structure and management processes. Then on the basis of the introduction of the operational risk management status of Tianjin Branch, the third part analyzes the bottleneck of operational risk management, including inadequate organizational structure, inadequate internal control mechanisms and human factors, etc. Finally, this paper draws on the advanced experience of foreign operations risk management achievements and proposes four strategies and suggestions to strengthen the operational risk management. The four strategies include completing operational risk management system, strengthening the operational risk management and internal control infrastructure, improving the control of operational risk information, and fostering a healthy operational risk management culture and philosophy. | |
