中文摘要：	随着近年来计算机技术和信息通信技术的飞速发展，我国社会的信息化已成为趋势。为了更为良好的运用电子政务系统为政府、社会服务，我国政府于1993年提出“金字工程”，其涉及多层次、多机构的政府信息系统工程的建设与发展。同时，由于政府机构信息系统涵盖内容的敏感性、涉密性，对于信息系统工程安全和保密的要求也更为严谨，为应对这一问题，需要提出较为系统的安全管理方法。 　　　本文以基于“金盾工程”建立的XX局公安机关的信息系统工程为例，运用理论研究、案例分析等多种方法，探索了政府机关信息系统工程的安全管理途径和体系。 　　　首先，本文回顾了我国信息系统工程和安全保密相关的法律法规和管理标准，奠定了此类系统特殊的安全要求；其次，剖析了信息系统的功能和架构。在此基础上，研究其目前政府信息系统工程存在问题和风险，从组织、人员、措施、环境等多角度进行安全管理计划、措施的规划性讨论，旨在基于安全技术的现状和未来发展态势，提出可行的体系化实施计划。对我国政府机构信息系统工程的安全管理进行了有益的探索。
英文摘要：	As the computer and the information technology developing so fast in recent years, the informationization construction has stridden onto a new step in our society. Our country submitted a plan named “Golden Project” in 1993, aimed to make the best use of information technology in the government service. The project involves varied parts and departments. At the same time, because the data in the government’s information system is confidential, we must put more attention in the system’s security. This thesis focus on the security management, it also has some theoretical and practical value in this area． 　　　This thesis takes a public security bureau’s information system which in the basis on the “Golden Project” as an example, try to find a solution in the security management of government’s confidential information system . At first, the thesis gives a review of laws、regulations and standards related in the informationization and maintain secrecy which makes the government’s information system special from others. Then, it analyzes the faction and the structure of the system, discuses the remaining hazard harms in hardware、software and operation, evaluate the possibility and severity it may cost. At last, based on the technology develop trend in the future, the thesis discuss the security management from several angles like organization、staff and environment, submit a suitable plan, make a good exploration in the security management of our government’s information system.
