中文摘要：	市政工程建设的好坏与城市居民的日常生活是密切相关的，而市政设施质量的好坏也将直接影响着城市居民生活质量的提高。与此同时，市政工程作为一个城市的“名片”，也被人们称作是展现一个城市基本生活面貌的窗口。因此，建设高质量的市政工程无论是对于城市居民的日常生活水平的提高，还是对于提高城市居民的良好的公众形象，都具有十分重要的意义。然而，质量事故与质量隐患却屡见不鲜，几乎每天都有大量的质量事故发生。有鉴于此，本文选择市政项目工程如何进行质量管理这一问题展开深入研究。本文在总结国内外研究基础上，对市政工程质量管理理论的发展进程进行了回顾，这为文章下一步进行深入分析奠定了基础。接下来，文章深入剖析了当前我国市政工程在质量管理方面存在的问题。针对这些问题，文章借鉴了当今国内外先进的质量管理理念，指出市政工程质量管理的基本方法。并在分析哪些因素会影响市政工程的质量之后，提出了市政工程项目质量管理的控制措施。最后，采用案例分析的方法，文章结合某市政工程雨水管道顶管施工中质量管理方面存在的主要问题，论述了以质量管理和控制以及技术调整为手段，并且进行施工质量管理方法的改进，最终实现市政工程项目建设质量达到相关标准的过程。在研究过程中，本文将传统的质量管理理论拓展到市政工程的项目管理中，在理论上丰富了质量管理理论，同时也在实践上为市政工程建设过程中如何有效地进行质量管理提供了一定的启示。
英文摘要：	Municipal engineering construction quality and the urban residents' daily life are closely related, and the quality of municipal facilities will directly affect the quality of life of urban residents. At the same time, as a city's "business card", municipal engineering is also known as a window for the city to show the basic living face. Therefore, whether for the improvement of daily living standards, or for improving the urban residents' good public image, the construction of municipal engineering with high quality is of great significance. However, there are more and more quality accidents and potential quality hazards, and almost every day plenty of quality accidents occur. Because of this, this paper selects the question that how municipal engineering manage its quality to explore. This paper bases on existing domestic and overseas literatures, reviews the evolution process of municipal engineering quality management theory, which lays the foundation of deep analysis following. Then, we analyze nowadays what kinds of questions in front of the quality management of Chinese municipal engineering. Aiming at these questions, we propose the basic approach of municipal engineering quality management by referencing advanced quality management philosophy all over the world. And after analyzing which factors can influence the quality of municipal engineering, we put forward municipal engineering project quality management improvement measures. At last, using case study method, this paper combines the some pipe jacking construction quality of the main problems existing in the management, and discusses the quality management and control and technology adjustment as the means, and the construction quality management method improvement, finally realizes the municipal engineering construction projects quality to achieve scale related standards. This paper expands traditional quality management theory into the project management of municipal engineering, which makes quality management theory rich in theory, and directs how to manage quality effectively during the construction of municipal engineering in practice.
