中文摘要:随着现代航天装备对于高精度、多功能、全天候等性能要求的不断提高,传统的技术手段、设备、元器件已逐渐不能满足应用要求。在新型设备及其关键元器件的研究制备过程中,能够满足多项特性的新型材料及其制备技术成为制约其发展的瓶颈因素。在目前国内研究水平和制备技术一直无法取得关键性突破的情况下,从国外寻求直接引进成熟的技术手段,成为较为理想可行的选择。不仅能够满足新型装备的研制、生产需求,而且有利于直接提升我国新型材料的技术研制能力。但是,由于技术所涉及的技术特点、行业领域、环境要素、过程要素等的特殊性,且作为航天XX所首个自行开展的国际技术引进项目缺少相关的实践经验和经验教训积累,也缺少行业中相近类型项目实施过程的借鉴,使得项目的风险因素较为复杂,项目整体风险程度较高。因此,以此技术引进项目作为研究对象,既体现了项目本身的风险独特性,又对高新技术引进项目具有一定的风险代表性。本论文以航天XX所新型材料制备技术引进项目为选题背景,运用风险管理的理论和方法,通过分析和研究,全面识别了高新技术引进合作项目的风险因素。重点度量了技术引进项目全过程中发生概率高、风险影响大、具有共性特点的关键风险因素及其规律特点。结合项目和企业的自身特点,有针对性的研究提出了行之有效的风险防范的对策和措施。从理论上和方法上为航空航天企业国际技术引进项目管理者提供参考依据和思维方法。同时,对于我国高新技术对外引进合作项目在实施全过程进行有效的风险管理和风险防范,具有一定的借鉴意义和理论指导作用。 
英文摘要:With the continuous improvement of modern aerospace equipment for high-precision, multi-purpose and all-weather performance requirements, the traditional techniques, equipment and components have been increasingly unable to meet the application requirements. In the research preparation process of the new equipment and its key components, the new type of material and its preparation technology satisfied numbers of characteristics, have become a bottleneck restricting the development factors. Because of the current level restriction in domestic research and preparation techniques, it becomes more desirable and viable to introduce mature techniques directly from abroad. Not only to meet the development of new equipment’s production needs, but also conducive to directly enhance the technical capacity of domestic new materials. Whereas, due to the special nature of the technology involved in the technical characteristics, the field of industry, environmental factors, and process elements, as the first international technology introduction project of the XX aerospace Institute, lack of related experiences and practices to follow, that both make this project become more complex and higher risks. Therefore, make the introduction of the project in this technology as a research object, not only embodies the unique nature of the project, but also the introduction of high-tech projects with a certain degree of risk representation. In this paper, take the introduced project of new material’s preparation technology of XX Aerospace Institute as the background of the topic, by using the of the risk management theories and methods, through analyzing and researching, to fully identify the risk factors of the high-tech cooperation projects. Measure the characteristics of the introduction of technology projects in the whole process high probability, risk impact, with specific characteristics of key risk factors and law. Combined with its own characteristics of projects and enterprises, targeted research proposed an effective risk prevention policies and measures. Theory and methods for aerospace companies to introduce international technology project managers to provide reference and way of thinking. At the same time, the introduction of cooperation projects for China's high-tech in the implementation of the whole process of effective risk management and risk prevention has a certain significance and theoretical guidance.
