中文摘要：	近年来，随着以低碳经济为口号的工业经济快速发展，被认为能有效改善环境质量且节约资源的热电联产建设项目投资规模也越来越大。为实现高投入高产出的经济效益，如何进行热电联产工程造价的合理控制、提高资金的利用效率问题成为人们越来越关心的问题。因此，科学、有效的热电联产项目工程造价管理体系不仅能够显著、有效地降低工程造价，创造最大的投入产出比，还能够大大提高热电联产建设项目投资决策水平和投资效益，为理论发展研究和现实工作提供发展的方向。本文对热电联产工程造价管理的相关理论及内容进行了阐述，说明了工程造价控制与成本管理的关系，结合天津东北郊热电厂工程造价的案例，从工程造价管的决策、设计、招投标和实施四个管理阶段，分析了在东北郊热电联产项目建设期间采用可行性研究方法进行选址变更、招投标评标办法进行选择最优投标者、限额设计法和税务筹划方法控制造价成本等措施，总结东北郊热电联产项目工程造价的实践经验和不足，探索热电联产项目工程造价控制的有效途径，为同类热电联产项目建设工程造价提供参考。
英文摘要：	In recent years, with the rapid development of the industrial economy as the slogan of a low-carbon economy, the scale of investment in the construction of cogeneration projects, which is considered as an effective method in improving the quality of the environment and the conservation of resources, has being increasing. In order to achieve high input high-yield economic benefits, how to control the cogeneration project cost legitimately, and how to improve the use of funds on the cogeneration project effectively, both become social concerns. Therefore, to establish a reasonable and scientific cogeneration project cost management system, to control a project cost legitimately, to maximize the economic benefits of the limited funds, have a realistic and far-reaching significance to improve the level of investment decisions and investment benefits of the construction of cogeneration projects. This article explained the theory and content of the cogeneration project cost management, illustrated the relationships between the project cost control and cost management, combined with the case of the project cost of the northeast suburb of thermal power plant in Tianjin, analyzed the change of the construction site of the northeast suburb of thermal power plant with feasibility study, chose the best bidder with the Biding way, controlled the construction cost with the quota design method and tax planning measures, summed up the northeast suburb of cogeneration practical experience and inadequate of the project cost of production project from the tube of decision-making of the project cost, designing, bidding and implementation of the four management stage, explored a effective way of the cogeneration project cost control, and provided a reference for similar cogeneration project construction project cost.
