中文摘要：	减害降焦成了当今中国烟草科技工作的主线。传统梗丝是烟丝的重要组成部分，燃吸时会产生木质气等杂气，从而限制了梗丝在卷烟中的使用比例；使用汽爆技术生产的梗粒膨胀率高，减害降焦的作用明显；因此对制梗粒技术进行研究，可以为卷烟减害降焦提供有效的技术支持。本文采用文献分析、专家访谈、案例分析的研究方法，找出了影响项目完成质量的大部分因素，并对关键因素进行分类，同时确定了关键因素的控制方法，应用于青岛卷烟厂制梗粒技术开发项目质量控制实施过程中，提高了该项目完成质量，质量纠偏措施的实施，减少项目实施过程中质量问题的出现，使项目合作双方尽快获得了新产品开发的成果。在实际案例实施过程中，结合青岛卷烟厂制梗粒技术开发项目的实施，找到了影响该项目质量的关键因素，并对关键因素进行分类，通过控制外部、内部质量影响关键因素，研究项目实施过程中影响质量外部、内部关键因素的控制方法，并与实际案例相结合，及时达到纠偏的目的，案例的应用效果证明了本文所研究的质量控制方法对于提高项目完成质量有非常明显的作用，新技术开发项目质量影响关键因素控制方法也在行业内推广应用。
英文摘要：	Nowadays, reducing the tar and harmful components has become the main line of the tobacco science and technology work in China. The traditional cut stem is an important part of the tobacco, but it produces wood odor and other offensive odors in the burning, thus the utilization ratio of cut stem in cigarette is limited;So the expanded stem granular technique can provide effective technical support for the tar and harmful components reduction. In this paper, literature review, expert interviews, case study research methods to identify the impact on the quality of most of the factors that completion of the project, and the key factors for classification, while identifying key factors control method, applied to Qingdao Cigarette Factory Built Terrier tablets technology development project quality control implementation process, improve the quality of the project is completed, the quality of the implementation of corrective measures to reduce the project implementation process quality problems, both partners of the project as soon as possible the results of new product development. In the actual case the implementation process, combined with Qingdao Cigarette Factory Built Terrier grain technology development project implementation, the project found that affect the quality of the key factors, and key factors for classification, by controlling the external, internal key factors affecting the quality of research project affect the quality of the process of external and internal factors critical control method, and in the combination of actual cases, prompt corrective achieve the purpose of the application of the effect proved cases studied in this paper quality control methods for improving the quality of completion of the project has a very significant role in , new technology development project quality control methods are also key factors affecting the industry application.
