中文摘要：	21世纪以来，中国烟草经历了“百牌号”、“两个10多个”、“532、461”、“双15”等系列调整，山东中烟制定了“公司3286、泰山品牌246”战略目标。卷烟产品质量，尤其是感官质量稳定是公司核心竞争力的重要保证。国内烟草行业通常采用“卷烟国标（GB5606-2005）”对感官质量进行评价。国外对食品方面的感官质量评价也开展了大量研究，引入模糊综合评价方式及智能算法。 “卷烟感官质量提升”项目对卷烟感官质量及其评价指标的独特性进行分析。整体质量通常包括2个方面：内在质量、外观质量。由于吸烟与健康的问题，因此还有特殊的“安全质量”。以影响项目进度控制的因素为切入点，从项目工期、项目团队成员时间、项目成果3个主要方面入手对影响进度的因素进行全面分析。项目工期对进度的影响因素主要包括3个方面，项目计划、意外事件及物资采购。项目团队成员时间对进度的影响因素主要包括2个方面，团队成员技术水平、项目团队成员之间的沟通效果。项目成果对进度影响因素包括2个方面，项目申报、项目成果鉴定。针对主要因素逐一制定管理控制对策, 搭建“技术研讨会、月例会、周例会、日例会”等多重平台，有效解决了计划沟通及执行问题, 重点对输入、重要节点、结果及进度4个方面对项目进行总体控制，确保了项目完成的整体效果。 “卷烟感官质量提升”项目子、分项目结构设计及进度控制管理模式，在山东中烟科研开发项目管理中属于首次创新。项目首次引入非评吸评价的概念，按照卷烟消费的一般消费行为过程，从市场角度和专业角度进行系统地分析研究，确定感官质量关键指标14项，并建立评价标准。项目成果在泰山（S）、（W）、（H）、（G）4个产品上得以应用并产生良好的社会经济效益，形成了一套以消费者需求为目标导向的产品研发模式，为泰山品牌发展奠定了基础。
