中文摘要：	当前，随着我国经济建设的飞速发展，基础建设规模的日趋扩大，房地产开发项目建设活动也是愈加频繁，它不仅拉动了社会经济增长、增加了政府财政收入，而且改善了人居环境、创造出更多的就业机会、促进了社会的和谐发展。但我们也清楚的看到，房地产开发项目建设活动在带来经济高速发展的同时，由建设过程中安全事故所带来的负面影响也越来越被社会广泛关注和极度重视。安全事故的屡屡发生，不仅对人民的生命造成了严重威胁，也给国家的财产造成了巨大损失。如何实现开发项目建设阶段有效的安全管理，现已成为我国房地产企业亟需解决的问题。论文根据我国房地产开发项目建设阶段现状，首先通过阅读大量的文献资料，对房地产开发项目的特点和其安全管理的特点进行了详细的阐述和系统的总结。在此基础之上，对房地产开发项目发包方安全管理的内容进行了严格的界定，全面叙述安全管理工作涉及的方方面面。然后，对房地产开发项目发包方安全管理的流程进行了细致的设计，使安全管理工作有章可循。进而，提出了房地产开发项目发包方安全管理的组织保障，系统阐述安全管理的组织结构和管理措施，使安全管理工作有的放矢。最后，论文将济南“洪山壹号”建设项目发包方的安全管理工作作为工程案例进行了实证分析。期望本论文的研究方法和结论能够对我国房地产开发项目发包方在开发项目建设阶段的安全管理工作提供借鉴。
英文摘要：	At present, with the rapid development of China's economic construction, infrastructure construction scale expands day by day, the real estate development projects are becoming increasingly active, it is not only stimulating economic growth, increase government revenue, but also improve the living environment, create more employment opportunities, and promote the harmonious development of the society. But we also clearly see, the real estate development projects in the rapid economic development and at the same time, the negative effect caused by the production safety accidents in the process of the construction is more and more widespread social concern and attaches great importance to the. Production safety accidents have occurred, not only to the people's lives and posed a serious threat to the property of the state, also caused huge losses. How to realize the development phase of the project construction and effective safety production management, has become China's real estate enterprises need to solve the problem. According to the development of China's real estate construction phase of the project status, first by reading a lot of literatures, the characteristics of real estate development projects and the production safety management are described and the system detailed summary. On this basis, the real estate development project contractor safety management of the content of the strict definition, a comprehensive account of safety production management work involves aspects. Then, the real estate development project contractor safety management process is designed in detail, make the management of production safety work rules. Then, the real estate development project contractor safety management organization guarantee, system on organization structure and management measures of safety management, safety production management work have a definite object in view. Finally, the management of production safety work in Ji'nan " Hongshan No.1 " construction project contracting party as an engineering case of empirical analysis. Expected the research method and conclusion of the paper can guarantee in the development phase of the project construction safety production management to provide reference for the development of China's real estate projects.
