中文摘要：	从2007年开始，我国对弱势群体的关注度逐年增加。为解决弱势群体的经济贫困，我国的社会保障体系构建逐渐发展起来。然而，当今社会科学技术的高速发展又加剧了弱势群体的“信息贫困”，“信息贫困”是造成弱势群体成为社会底层人员的原因之一。为了对弱势群体进行全方位的援助，档案馆应该成为社会救助系统的一份子，补充社会对弱势群体信息援助的空白，在法律援助，医疗援助，教育援助，住房援助等社会保障系统的基础之上，发挥公共服务效能，为弱势群体的信息服务做出贡献。 由于档案馆的社会性质和工作职能正处在向公众服务的转型期，为弱势群体服务的理论和实践都呈现随机性和碎片化的问题。本文以弱势群体的现状，信息行为特征，特殊需求以及档案服务现状为研究起点，将档案馆作为社会救助系统的子系统进行深入讨论，有针对性的提出档案服务弱势群体的原则，必要性，拥有的优势，劣势以及服务的具体措施。 在对档案服务弱势群体的理论进行了系统阐述的基础之上，构建档案服务弱势群体的横纵体系。横纵两方面分别为服务的具体内容层面以及服务主体的分级管理模式。将构建这两个体系的不同切入点相结合，最终形成一个管理与内容互相融合的科学服务体系。
英文摘要：	Beginning in 2007, China's attention to vulnerable groups has increased year by year. In order to solve the economic poverty of vulnerable groups, China's social security system gradually developed. However, the rapid development of science and technology in today's society has exacerbated the vulnerable groups "information poverty", "information poverty" is one of the reasons to the vulnerable groups to become the bottom of society. In order to carry out a full range of assistance to vulnerable groups, archives should become part of the social assistance system, to supplement Information supporting for vulnerable groups, based on legal assistance, medical assistance, education assistance, housing assistance and other social security system the impact of public service performance, and contribute to information services for vulnerable groups. Due to the social nature and job functions of the archives to the public service is in a period of transformation, the theory and practice of services for disadvantaged groups are presented the problems of randomness and fragmentation. This paper start from the status of vulnerable groups, information behavioral characteristics, special needs, as well as file service status, I discuss archives as a subsystem of the social assistance system, targeted to propose the principle and necessity of archive services vulnerable groups, advantagesanddisadvantages of archive service and the concretemeasure. On the basis of systematically expounded the theory of the archive services vulnerable groups I build the vertical and horizontal system of archive services vulnerable groups. The transversely system is the specific content of the service. Vertical system is the management at different levels for service principal. Combined the two different entry point of these two systems, and ultimately formed a scientific service system of integration between management and content.
