中文摘要：	项目管理是通过运用现代的管理技术，指导和协调人力和物质资源达到预定的范围、成本、时间、质量和参与者满意目标的艺术。卷烟产品研发符合项目的特征，具有目的性、周期性、约束性、组织性和风险性等特点，因此在卷烟产品研发采用先进的项目管理技术是企业适应市场竞争的必然选择。应用项目管理的思想和方法来对卷烟产品研发进行科学管理，能有效控制产品研发项目的时间、成本、质量和风险，提高产品研发的效益。所以，卷烟产品研发过程导入项目管理是非常必要的，运用项目管理理论和风险管理理论，系统的分析卷烟产品研发项目存在的风险，并提出相应的风险应对措施，对于卷烟企业降低产品研发工作的风险，提高产品开发成功率，具有重要的意义。本论文首先对风险及风险管理理论、项目管理及项目管理理论等相关理论进行了系统研究；对烟草行业卷烟产品研发现状、W公司产品研发项目的独特性、W公司产品研发项目的流程进行了系统论述，总结了W公司的卷烟产品研发项目的存在的问题，并对问题的成因进行了分析。在此基础上综合应用文献分析法和德尔菲法对该公司实施的卷烟产品研发项目风险进行了定性分析，给出了项目风险清单；运用项目风险管理的原理和方法，对W公司产品研发项目存风险因素进行辨识，并按照设计策划和输入、设计实施、生产验证、产品发布、产品维护五个阶段提出了应对措施。并将相关研究成果在W公司的S品牌产品研发项目进行了实际应用。
英文摘要：	Project management is through the use of modern management techniques, reaches a predetermined range, direction and coordination of human and material resources cost, time, quality and the participants are satisfied with the goal of art. Research and development of cigarette products conform to the characteristics of the project, has the characteristics of objective, periodic, constraints, organization and risk, so the project management technology in the cigarette product development is an inevitable choice for enterprises to adapt to market competition. The thought and method of the application of project management to the scientific management of cigarette product development, can effectively control the product development project time, cost, quality and risk, improve product development efficiency. Therefore, the development process of cigarette product project management is very necessary, the use of project management theory and risk management theory, existence of cigarette products analysis system for R & D project risk, and puts forward the corresponding risk response measures, for cigarette enterprises to reduce product development work risk, improve the success rate of product development, has the vital significance. In this thesis ，first risk and risk management theory, project management and project management theory and other related theories are systematically studied; on the tobacco industry cigarette products R & D, The unique W company products R & D project，W company product R & D project process are introduced, the problems summed up the cigarette products of W company research and R & D projects, and the causes of the problem are analyzed. On the basis of comprehensive application of the literature analysis of cigarette product development project on the implementation of the method and Delphi method of risks in the qualitative analysis, gives a list of projects; applying the principle and method of project risk management, inventory risk factors identification, W company product development project and the corresponding measures were proposed according to the design plan and input, design implementation, verification of production, product launches, product maintenance five stages. And the application of the related research results in the W company's S brand product R & D project. The practical application in the W company's S brand product R & D project.
