中文摘要:在“十一五”期间,为全面改善烟叶存储条件,提高产品内在质量,增强竞争力,建设卷烟生产相配套的烟叶醇化库是青岛卷烟厂技改投资的重点项目之一。作为一个新建烟叶仓库项目,如何保证仓储安全,减少仓储过程中的安全风险是建设方面临的重要问题。以此为背景,论文将项目风险管理理论应用于新建烟叶仓库项目的仓储安全生产技术中,选题具有重要的理论与实践意义。 论文在梳理项目风险管理相关研究的基础上,以青岛卷烟厂“十一五”烟叶仓库项目为研究对象,分析了仓储建设项目的独特性,通过企业职工伤亡事故分类标准和生产过程危险和有害因素分类与代码对工艺及设备设施的安全风险进行识别,识别危险因素和有害因素导致的安全风险十类,其中由危险因素导致的风险八类,由有害因素导致的风险两类。通过预先危险性分析法对烟叶仓储可能潜在风险进行分析,确定危险等级,找出安全技术方面存在的一般风险和关键风险,然后运用事故树分析法和事故后果模拟分析法对关键风险进行定性、定量分析。然后,对项目存在的10类安全技术风险的产生的原因和条件进行全面分析,制定合理、可行的消除、预防或减弱装置危险性的安全应对措施。论文认为制定的安全风险应对措施能够消除关键和一般安全风险,安全风险能得到有效的控制,安全储存条件可达到国家有关法律、法规、标准、规范的要求,能够满足仓库安全生产的需要。 论文在项目风险管理和安全技术相关理论的基础上,针对烟叶仓库仓储安全技术的特殊性,探讨项目风险管理在仓储安全技术中的应用,具有应用创新价值。虽本次研究仅限于青岛卷烟厂新建烟叶库项目,但结合卷烟行业技术改造工程的特点及本文的研究过程,可以通过类比推理得出,青岛卷烟厂烟叶仓库项目仓储安全风险研究理论也适合同类仓库。论文研究成果对相关企业项目仓储安全风险管理具有一定的指导和借鉴作用。 
英文摘要:During the period of "11th five-year plan", to comprehensively improve tobacco storage conditions, improve the product intrinsic quality, enhance competitiveness, construction of tobacco cigarette manufacturing matching alcoholize library is one of the key project of Qingdao cigarette factories technical investment. As a new tobacco warehouse project, how to ensure warehouse safety, reduce the storage and the security risks in the process of construction is facing the important issue. Based on this background, this paper apply project risk management theory to new tobacco warehouse project storage safety in production technology, selected topic has important theoretical and practical significance. Taking Qingdao cigarette factories "11th five-year plan" tobacco warehouse project as the research object, focusing on storage and uniqueness, through the enterprise worker casualty classification standards and the production process is dangerous and harmful factors classification and code "for technology and equipment safety risk identification, identify the security risks of dangerous and harmful factors lead to ten classes, of which risk factors lead to the risk of eight classes, caused by harmful factor risk. Through the beforehand risk analysis method to analyze tobacco warehouse may be potential risks, determine the risk level, find the security technology of general risk and key risk, then use the accident tree analysis and the accident consequence simulation analysis method for qualitative and quantitative analysis of key risks. Then, 10 types of security technology in project risk causes and conditions to conduct a comprehensive analysis, to develop reasonable and feasible to eliminate risk, prevention, or reduced device security measures. I think make the security risks of key and general countermeasures to eliminate security risks, security risks can be effectively controlled, safe storage conditions can reach the relevant state laws, regulations, standards and specification requirements, can satisfy the need of safe production in the warehouse. Papers in project risk management and security technology on the basis of relevant theories, aiming at the particularity of the tobacco warehouse storage security technology, discusses the application of project risk management in the storage security technology, applied innovation value. This study is limited to the leaf base the new project of Qingdao cigarette factory, but based on the characteristics and the process of the technical transformation project of the cigarette industry, can be obtained by analogical reasoning, Qingdao tobacco cigarette factory warehouse warehouse project safety risk theory is also suitable for the warehouse, the results of this study can be extended or reference..Thesis research results of related enterprise storage security risk management has certain guidance and reference.
