中文摘要: | “十五”期间,国家烟草专卖局开始实施“大市场、大企业、大品牌”战略,推进卷烟工业组织结构调整。烟草行业将以‘百牌号’为基础,开展卷烟品牌的整合和优化,提高中国烟草行业的总体竞争实力。然而与高速增长的重点品牌相比,鲁产卷烟牌号有相当大的差距。“泰山”品牌销量保持快速增长,但销售结构仍然较低,各项经济指标在全国也处于落后水平。济南卷烟厂要在市场竞争中有立足之地,存在着外部环境和内部管理的两重压力。济南卷烟厂在2003年顺利完成“十五”一期技术改造后,根据国家局和省市党委、政府关于济南卷烟厂长远发展的指示精神,开始实施异地迁建工程。异地迁建项目是济南卷烟厂发展过程中的大事,新厂区的竣工投产为企业发展提供了重要的机遇。对于进一步加快企业发展,建设一流卷烟工业企业有着非常重要的现实意义。 本文借鉴和吸收了工程项目组织管理和人力资源管理、团队管理及组织行为等相关领域的研究成果,结合异地迁建项目的人力资源管理的实际状况进行分析研究。对项目中核心人员与非核心人员的区分与配置、项目各阶段团队管理、工作绩效评价及薪酬设计等进行分析,对存在的问题及产生的原因提出相应的解决方案,使项目成员很快融入到异地迁建项目中,做到才职匹配,整体最优。论文针对异地迁建项目的独特性,构建了其人力资源管理实施框架,并对实施效果进行评价,最后论文阐述了异地迁建项目人力资源管理的保障措施。 论文把工程项目人力资源管理理论应用到异地迁建项目中,研究具有应用创新价值。在济南卷烟厂异地迁建过程中,按照工程项目的总体要求、进度安排和整体规划,为提高劳动生产率、降低生产成本、努力实现最大经济和社会效益,通过科学适用的分析和整合,对异地迁建项目中的人力资源管理进行分析和研究,探索人力资源在工程项目管理中应用的新思路,制定出一套科学有效的人力资源管理方法,为如何把人力资源管理理念运用于项目管理中提供可资借鉴的、科学适用的管理模式。论文研究对相关企业实施异地迁建项目的人力资源管理具有一定的借鉴和参考作用。 | |
英文摘要: | During the period of the Tenth Five-Year Plan, China State Tobacco Monopoly Administration began to implement the strategy of "big market, big enterprise, big brand" to promote adjustment of the cigarette industrial organization structure. The tobacco industry will carry out the integration and optimization of cigarette brand based on '100 brands' to improve the overall competitiveness of China tobacco industry. However, compared with the key brand which is fast growth, there is a big gap between the cigarette produced by Shandong and other key brand tobacco. The cigarette sales of ‘Taishan’ brand maintain rapid growth, but sales structure is still low. The economic indicator is also in the level of backward in the country. There is a double pressure of external environment and internal management for Jinan cigarette factory to develop in the market competition. Jinan cigarette factory completed technique remake successfully in 2003 during the period of the Tenth Five-Year Plan. According to the instruction by National Bureau and the provincial and municipal Party committee, Jinan cigarette factory began to implement the project of off-site relocation. The off-site relocation project is very important for the development of Jinan cigarette factory. The complement and use of new site area provides great opportunities for the development of enterprises. Moreover, the off-site relocation project has a very important practical significance to build first-class cigarette industrial enterprise and accelerate the development of enterprises. This paper analyzes and researches the engineering project management, human resources management, team management and organizational behavior for off-site relocation based on some research result of related research field. The distinguishing and configuration of core and non-core staff, team management of each stage, performance evaluation and compensation design are analyzed to the off-site project. The resolving scheme is proposed in view of question during implementing of project. The project members quickly adapt into the off-site relocation project and bring into paly their ability. The whole project works well. This paper constructs implementation framework of human resource management in term of the uniqueness of the off-site relocation project,and to evaluate the implementation effect. Finally the paper expounds the safeguard measures of human resource management for off-site relocation project. This paper applies engineering project human resource management theory to off-site relocation project. Research has innovation value. During the process of Jinan cigarette factory off-site relocation, according to the overall requirement of engineering project, scheduling arrangement and the whole schematization, this paper analyzes and researches human resource management for off-site relocation project to enhance labor productivity and reduce production cost and achieve the maximum economic and social benefits . This paper proposes a new method of human resource management using in project management. A set of scientific and effective human resources management method is established. This management mode can become reference for the idea which human resource management is applied in project management. The research result has reference role for off-site relocation project of relevant enterprises. | |
