| 中文摘要: | 我国实施改革开放以来,随着社会的稳步高速发展以及国内国外大环境对生产、生活质量要求的逐步提高,城市燃气作为清洁、可高效利用的新型能源在工业和民用领域已经得到广泛利用。随着国家对天然气事业的发展的大力扶持,天然气的应用日益普及。由于燃气企业具有的市政工程项目(如道路、电力和自来水)的共有特点,需要承担安全责任、公共责任、社会责任等。与此同时,燃气项目也具有一般建设工程类项目的特点,也受到质量、进度、成本等诸多风险因素的影响,这些风险的存在会直接影响到项目的顺利完成,严重的会带来一定的社会风险和损失,因此风险管理必须提上日程。项目风险管理包括风险分析、风险评价和风险应对。本论文在已有项目风险研究的基础上,运用故障树分析理论对燃气配套项目的风险进行识别。以项目的全过程管理为出发点,着重从燃气项目的设计阶段、施工阶段和运营管理阶段出发,确定了各个阶段的风险因素。在参考以往评价方法的基础上,结合工作经验和工作中出现的实际问题,本论文运用了层次分析法和专家法对项目风险进行了评价,得出的结论是,风险影响程度从高到低分别为:即质量风险、进度风险、成本风险和安全风险。最后,按照风险因素对项目影响程度的大小,依次制定了相应的应对措施,旨在从风险管理的角度降低项目风险,希望对今后的燃气配套项目管理工作有一定的借鉴意义。 | |
| 英文摘要: | Since the reform and opening-up, the society is steadily high speed development. Domestic and international environment on the production and quality of life in requirements are improving gradually, city gas as a clean, efficient new energy in the industrial and civil fields has been widely used. Along with our country town gas enterprise the vigorous development, town gas application get increasing popularity. Gas enterprises has municipal engineering projects(such as roads, electricity and water) common characteristics, need to take security responsibility, public responsibility, social responsibility, etc. At the same time, gas project also has the characteristics of construction engineering projects, such as quality, progress, cost, and many other risk factors. The presence of these risks will directly affect the smooth completion of the project, serious can bring certain social risks and losses, so the risk management must be on the agenda. Project risk management include risk analysis, risk evaluation and risk response. In this paper has been based on the study of project risk, using the fault tree analysis theory to gas supporting project risk identification. In the whole process of project management as the starting point, emphatically from the gas project design stage, construction stage and operation management, and determines the various stages of the risk factors. In reference on the basis of previous evaluation methods, combined with work experience and practical problems in work, this thesis uses the method of analytic hierarchy process and expert project risk, and came to the conclusion that the risk influence degree from high to low are: the quality risk, schedule risk, cost risk and security risk. Finally, according to risk factors influence the size of the project to formulate the corresponding countermeasures, from the Angle of risk management to reduce project risk, hope for the future gas supporting project management has certain reference significance. | |
