中文摘要：	随着国家文化共享工程和文化惠民工程的不断推进，图书馆事业得到了巨大的关注和推动，少年儿童图书馆作为图书馆界的特殊分支由于服务对象的重要性而备受瞩目。如今，少年儿童图书馆事业正在如火如荼的进行中，如何定位少年儿童图书馆的功能，怎样将少儿馆的功能最大化发挥出来，成了图书馆学者研究的重点。 　　　本学位论文理论联系实际，考虑到少年儿童图书馆属于公共图书馆的一部分，应适当保留公共图书馆的属性；同时由于少年儿童图书馆的服务对象特殊性，应区别于传统公共图书馆的功能定位和服务发展：只有准确把握这两方面的平衡，才能开拓少儿馆事业特色发展的新局面。笔者追根求源，先从少儿馆服务功能定位说起，面对论述分散，总结欠缺的功能文件现状，笔者结合国内外官方权威文件总结了少年儿童图书馆应该具备和发挥的功能。在此基础上，通过案例分析验证和深化结论。最后在功能定位的指导下，结合少年儿童图书馆特色活动进行规划和分类，制定出少年儿童图书馆服务部门设置规范。 　　　本文通过访谈法，问卷调查法等实证研究方法对参与少年儿童图书馆服务的用户和馆员双方进行了调查，在验证功能定位的基础上构建了少年儿童图书馆服务部门设置规范，希望能为少儿馆的管理和发展提供借鉴参考价值，促进少年儿童图书馆事业不断走向辉煌。
英文摘要：	As the developing of The Culture Sharing Project and The Cultural Huimin Engineering, the library career received great attention and promotion. As one of the special branches of the library, the children’s library get more attention for the important of the service object. So far, the career of children’s library is in full swing. How to set the function of the children’s library and how to largest develop its function ,that has become more and more the emphasis for the scholars in the realm of library study. 　　　Combining with the theory of the library science and the practice filed , considering the children’s library is a part of the public library ,it should be keep some characters of the public library. At the same time, since the user of the children’s library are special, it must be different from function and service of the traditional public library. Only keep the balance between the two sides, can we crate a new scene of the excellent service of the children’s library. The author back trades, at first, facing the de-bunching papers, summarize the function of the children’s library according to the authoritative papers over the world. On the base, it is to verify and deepen the conclusion through analysis the case. At last, under the guidance of function orientation, combining with the planning and classification of children’s library featured activities , make out a norm of the children’s library. 　　　 The dissertation Investigated both the children’s library user and the librarians through the methods of interview and questionnaire survey, which verify the function orientation ,at the same time build the standard of the service department setting of the children’s library . I hope these can provide reference value for the Management and development of the children’s library, boosting the children’s library career moving towards magnificently.
