中文摘要：	党的十八大报告强调，在新的历史条件下夺取中国特色社会主义新胜利，必须坚持促进社会和谐。然而，就我国目前的情况看，在一定程度上还存在着信任、规范、公民参与网络社会资本的缺失，这也在一定程度上阻碍着社会的和谐发展。公共图书馆作为公共文化体系的重要组成部分，承担着重要的文化传承、包容弱势群体的社会责任，既是繁荣社会主义文化的重要阵地，也是促进社会资本增加的重要力量。因此，伴随着十八大继续对和谐社会建设的强调，公共图书馆将承担更多的社会和谐使命。　　　本研究是在和谐社会建设深入开展的背景下进行的。本研究综合运用问卷调查法、访谈法、观察法和层次分析法，以苏州图书馆为案例，在归纳总结公共图书馆功能体系的基础上，构建出公共图书馆对社会资本增量贡献模型，按照层次分析法的要求，设计专家问卷和读者问卷，请专家为各项功能促进社会资本增量的贡献划分了权重，根据读者问卷获得每项功能的得分，最终测量出公共图书馆对于促进社会资本增量的贡献值。本研究提供了一种量化评价公共图书馆对社会资本增量的贡献的方法，通过分析专家问卷和读者问卷，计算出公共图书馆对促进社会资本增量的贡献值，同时发现读者满意度与图书馆活动的参与率显著相关，并根据权重与满意度得分的对比挖掘出公共图书馆活动开展的优势和不足。经过调查分析，最终得到如下结论：即公共图书馆对促进社会资本增量具有贡献并且其贡献大小是可以量化的；公共图书馆对社会资本增量的贡献是可以比较的。本研究提供了一种量化研究的思路和体系，为类似研究的开展提供了借鉴。
英文摘要：	The 18th of the Communist Party of China National People's Congress stresses that to win new victories of socialism with Chinese characteristics under the new historical conditions, we must uphold and promote social harmony .however, there is still a lack of social capital which is consisted of trust, norms, citizen participation in the network and it hampers the harmonious development of society. Public Library as an important part of the system of public cultural, it responds for the social responsibility which is cultural heritage and Inclusion of vulnerable groups.It is not only an important position to the socialist culture, but also an important force to promote the increase of social capital. Therefore, with the emphasis on the building of a harmonious society, public Library will assume more social harmony mission. 　　　This study was carried out in the context of the construction of a harmonious society. In this study, the method of questionnaires, interviews, observation and the analytic hierarchy process was use. Suzhou public library as a case and base on the summary of the public library function system,the model of public library contribution to the incremental of social capital was made. In accordance with the requirements of the Analytic Hierarchy Process,expert questionnaires and readers questionnaire are designed. Experts divided weights and readers rated. Finally the value of the contribution of the Public Library for the promotion of social capital increment is measured. This study provides a quantitative evaluation of the contribution of the Public Library of social capital increment. Base on the analysis the value of the contribution of the Public Library for the promotion of social capital increment is measured.It is shows that readers’ satisfaction with library activities participation rate was significantly associated. The strengths and weaknesses of the public library activities can be found through the contrast with weights and satisfaction scores. Conclusions:public libraries contribute to the promotion of social capital increment and its contribution can be quantified.The contribution of public libraries promoting social capital increment can be compared.This study provides a quantitative study and reference for similar studies.
