| 中文摘要: | 在国际贸易诞生后,各贸易国家出于对自己本国宏观经济环境的考虑,纷纷制订了以关税壁垒及非关税壁垒为手段的贸易保护措施。从国际上来看,在历经了资本主义原始积累时期的以重商主义为基础的贸易保护主义、自由竞争资本主义时期以汉密尔顿和李斯特为代表的对国内幼稚产业进行保护的贸易保护主义、垄断资本主义时期的超保护贸易保护主义、战后世界贸易自由化倾向时期的有保留的贸易保护主义后,贸易保护主义进入到了目前的WTO框架下的以管理为手段,以非关税壁垒为主要保护措施的新贸易保护主义时期。从国内的情况来看,入世后,我国大幅度地降低了进口关税税率,关税壁垒的保护作用大为减弱。与此同时,以汽车、机械、高科技、金融服务等为代表的幼稚产业却依然需要我国运用贸易保护措施加以保护。因此,研究非关税壁垒对关税壁垒的替代性,从而为我国利用非关税壁垒对国内相关产业进行合理的保护就有着非常重要的意义。 本文通过引入进口产品价值量梯度场模型并结合我国汽车产业贸易保护的实际情况,定量分析了关税壁垒的保护效应、由于进口关税税率的下调,关税壁垒保护效应的减弱、非关税壁垒的价格控制、数量控制和综合控制效应、非关税壁垒对关税壁垒的替代效应。得出在关税壁垒保护效应减弱后,非关税壁垒可以很好地替代关税壁垒对国内相关产业进行保护。 通过研究传统的非关税壁垒措施,如贸易配额、海关估价以及新型非关税壁垒措施,如技术壁垒、绿色壁垒、社会壁垒和区域经济一体化的表现形式、保护效应机理,并结合它们在汽车产业的运用,定性分析了非关税壁垒的特性,从而再次得出其对关税壁垒的替代效应。 关键词:关税壁垒、非关税壁垒、汽车产业、替代效应 | |
| 英文摘要: | Since the birth of the international trade, all of the trading countries have worked out their policy of protection which is made up by tariff barriers and non-tariff barriers as considering about their macroeconomic situation. From the international point of view, after undergoing the period of capitalism primitive accumulation trade protectionism based on the mercantilism, free competition capitalism trade protectionism based on the theory of naïve industry protection expressed by Hamilton and List, super trade protectionism of monopoly capitalism, the reservation trade protectionism of freedom trade tendency after the world war two, the world trade protectionism has entered into the period of new trade protectionism under the framework of WTO which is resorted to the method of management and represented by all sorts of no-tariff barriers. From domestic point of view, after joining into WTO, China has adjusted downward her import tariff rates substantially, so the protective role of the tariff is enormously weakened, meanwhile, our naïve industry such as automobile, machinery, advanced science and technology, finance service still needs protect. So it is most important for us to study the no-tariff barriers’ substitution for the tariff barriers and protect our naïve industry by using the no-tariff barriers. By introducing the model of gradient field of import products and combing with the reality of our automobile industry’s trade protection, this paper makes quantitative analysis about the protective effects of the import tariff barriers, the weakening of the protective effects of the tariff barriers’ as the import tariff rate being adjusted downward, the effects of price control,quantity control and synthetic control of the non-tariff barriers, the effects of non-tariff barriers substituting for tariff barriers and reaches the conclusion that the non-tariff barriers can make good substitution for the tariff barriers in safeguarding our naïve industries after the weakening of the protective effects of the tariff barriers. By studying the manifestation of traditional tariff barriers such as trade quota, customs evaluation and the new non-tariff barriers such as technical barriers, green barriers, social barriers and regional economy integration, their protective mechanism and their apply in automobile industry around the world, the paper makes qualitative analysis about the characteristics of the non-tariff barriers and reaches the same conclusion that the non-tariff barriers can make good substitution for the tariff barriers.
