| 中文摘要: | 山东中烟工业有限责任公司烟用材料采购项目,是在国家烟草专卖体制管理下的集中采购,由山东中烟物资采购中心组织实施。自2010年开始实施烟用材料招标采购,经过几年探索,取得了一定成绩,也有经验和教训。目前山东中烟烟用材料采购项目招标管理现状,存在着不足与缺陷,无论是采购策略和招标管理,都亟需进行改进,主要表现为:招标采购的策略不清晰,材料采购质量与成本之间有失平衡,招标管理流程不够规范,评标办法和拦标价的设置不够科学。目前的采购项目招标管理水平已不能应对越来越激烈的市场竞争。将这些问题进行研究梳理和优化改进,对于提高山东中烟烟用材料采购项目招标管理水平,提升山东中烟的综合实力,具有重要的现实意义。本文通过对山东中烟烟用材料采购项目招标管理现状进行深入分析,认为山东中烟目前的招标采购策略和招标流程是造成问题产生的主要原因,现行的招标采购管理水平已经不适应山东中烟的发展需要,只有运用项目管理的理论来指导山东中烟烟用材料采购项目招标管理工作,对原有的招标采购管理进行优化,才能更好地完成采购任务。本文在研究国内外项目管理及招标采购理论的基础上,结合山东中烟实际,运用“供应细分”等理论的指导,从各个环节对山东中烟现行招标采购管理现状进行梳理和优化,并对控制材料质量与保障材料供应提出建设性意见和改进措施。根据本文研究认为:运用项目管理的理论和管理模式,对山东中烟烟用物资采购项目招标管理工作进行改进和优化,可以提高山东中烟的采购管理水平,降低采购成本,控制采购风险,稳定材料供应,并能进一步提高山东中烟的综合管理水平与竞争力。 | |
| 英文摘要: | The tobacco material procurement project in China tobacco Shandong industrial co. ltd., is the centralized procurement in National Bureau of the monopoly system management, organized by supplies procurement center of China tobacco Shandong industrial co. ltd. Since 2010, the bidding procurement for cigarette material has been implemented. We have obtained certain achievements, experiences and lessons in several years’ exploration. At present, there are many deficiencies and defects in the bidding management of material procurement project in our company, whether purchasing strategy and bidding management, are in urgent need to improve, mainly as follows: the bidding strategy is not clear and there is imbalance between material purchasing quality and cost; the bidding management process is not standard; the evaluation methods and stopped price setting isn't scientific. The level of bidding management procurement projects currently cannot cope with the increasingly fierce market competition. These issues are combing the research and improvement. To improve the level of material procurement project bidding management for tobacco, enhance the comprehensive strength of Shandong tobacco, have important practical significance. In this paper, we take an in-depth analysis of material procurement project bidding management status in China tobacco Shandong industrial co. ltd., and find out that our currently bidding strategies and bidding process are the main causes of the problem. The current procurement management has not adapted to the development needs of Shandong tobacco. Only the use of project management theory to guide us in the tobacco material procurement project bidding management work, carrying on the optimization to the original purchase management pattern, is the better way to complete the purchase task. Based on the studies of domestic and foreign project management and bidding theories, combined with the actual use of theory that supply subdivision in Shandong. We make the aspects of analysis and optimization of the Shandong tobacco current procurement management status, and give constructive suggestions and improvement measures in the quality controlling of material and Stable material supply. According to the research we draw a conclusion that using the theory and the management mode of project management, improvement and optimization of the use of project materials procurement bidding management work, can improve the purchasing management level, reduce the cost of procurement, procurement control risk, stable materials supply, and further enhance the level of competitiveness and comprehensive management in China tobacco Shandong industrial co. ltd. . | |
