中文摘要：	发展新兴技术产业是一个国家为自身的可持续发展安装的助推器之一。但是由于新兴技术的不确定性，使得新兴技术产业化时，经常会遇到资金短缺，技术不成熟，人才后备不足，市场上下游不能衔接等问题，这些问题也是目前许多学者正在研究与关注的焦点。新兴技术产业基地作为一个平台，将资金与技术，技术与产业，产品与市场，人才与企业，政策与创新等方面联系起来，以其独有的产业集聚效应，在基地内形成融资环境，促进技术创新，加速人才集聚及培育，增加上下游企业之间的交点等。新兴技术产业基地已成为推动新兴技术发展的重要渠道之一，故而基地建设及发展的战略目标对新兴技术发展的影响也极为重要。目前，对新兴技术产业基地的研究多从政策，基地潜力测评，以及投资等方面进行研究，在如何进行基地建设及发展上的研究较少。本文在进行新兴技术产业基地建设及发展研究时，引入项目组合管理的手段，力求将项目管理的有序性，效率性，绩效性等特点与整体基地组织管理相结合，以战略目标为导向，将有限资源的利用率最大化。本文通过文献阅读及理论演绎，对新兴技术产业基地建设及发展进行了阶段划分，即启动，结盟与监控三个过程，最终以实现快速可持续发展为目标。本文对新兴技术产业基地的研究通过两个维度来进行，纵向是产业集群，横向是项目组合管理，这两个维度的共同作用促进了产业基地的正向发展，这个选题具有新颖性，同时也为新兴技术产业化发展提供了一条可行的思路。
英文摘要：	The development of the emerging technology industries is one of the boosters installed by a country for its own sustainable development. However, due to the uncertainty of the emerging technology, making the emerging technology industrialization, we often encounter the problem of shortage of funds, premature technology, lack of back-up talented person, the upstream and downstream markets cannot be linked，and these problems are the focus that many scholars are studying and concerning. Emerging technology industry base as a platform to capital and technology, technology and industry, product and market, talent and enterprise policy and innovation linked to its unique industrial clustering effect, formed at the base financing environment, and promote technological innovation, accelerate the concentration of talent and cultivate the intersection between the upstream and downstream enterprises. Emerging technology industrial base has become an important channel to promote the development of emerging technologies, and therefore is also very important base construction and development of the strategic objectives of the development of emerging technologies. At present, research on emerging technology industrial base more from the policy, the base potential evaluation, as well as investment research, few studies on how to base construction and development. This article during the emerging technology industry base construction and development, the introduction of a means of portfolio management, and strive to be a combination of project management and orderly, efficiency, performance characteristics and the overall al-Qaeda management, strategic objectives-oriented, maximize the utilization of limited resources. This paper literature read and theoretical interpretation of the construction and development of emerging technology industrial base phasing starts alliance and monitoring process, and ultimately to achieve the strategic goal. In this paper, the study of emerging technology industrial base through two dimensions, vertical industrial clusters, transverse portfolio management, and the combined effect of these two dimensions to promote the positive development of the industrial base, this topic with novelty, with also provide a feasible way for the industrial development of emerging technologies.
