中文摘要:摘 要烟草行业改革发展日新月异,企业竞争越发激烈,烟草工业企业为适应行业激烈的竞争形势,加速建立现代企业制度,不断在运行机制、管理方法、劳动用工等方面进行改革。根据国家局要求,2006年10月,山东中烟公司对所属济南、青岛、青州、滕州四家卷烟厂进行了联合重组,公司由行政管理变成了实体运作,企业规模越来越大,管理层次相应增加,这必然带来效率的降低。为解决这一矛盾,公司开始搭建各类管理体系,变过去的职能管理为现在的流程管理。在管理体系建设中,大胆尝试项目管理方法,使各项管理体系建设有序进行,但在企业内部,由于种种原因,项目实施进度难以控制,造成某些项目拖延时间较长甚至终止。公司重组后出现的新业务及变化的工作流程不能尽快正常运转,频频出现推诿扯皮、工作效率低下的现象。项目管理中的进度控制是一项重要内容,更是项目管理的关键控制点。项目进度管理是对项目进度实施有效的控制,是项目按期完成的主要保障,进度控制工作的好坏不仅影响项目的成功与否,还直接影响到项目的经济效益的体现。 本文通过对12项管理体系建设项目的60位主要参与者的调查,列出企业内部管理体系建设项目实施进度的影响因素的影响程度,并将各类因素从组织保障、计划改进、项目变更三个方面,分别找出对企业内部管理体系建设项目进度有影响的关键因素进行控制的改进方向,从而实现保障企业内部管理体系建设项目实施进度的目标。本文最后以企业标准体系建设项目为案例,找出其影响进度的关键因素,并利用前面提出的改进方法进行控制,最终使项目提前完成,验证了本文所列出的项目进度控制方法的有效性。同时对研究结论进行总结,找出创新点,并提出下一步需要改进的方向。 关键词:烟草行业 管理项目 进度计划 进度控制 
英文摘要:Abstract Nowadays reform and development of the tobacco industry change rapidly, competition of enterprises become increasingly fierce. The tobacco industry thus accelerates the establishment of a modern enterprise system adapting to the industry competition situation, like for instance, the reform of the operation mechanism, management methods, labor and employment etc. Answering to the demand of State Tobacco Monopoly Administration, China Tobacco Shandong had, in 2006 October, reconstructed and reorganized original Ji'nan, Qingdao, Qingzhou and Tengzhou four cigarette factories, hence realized the company by administrative management into capital-oriented operation. Enterprise scale of Shandong grows larger and management level increases, which leads to lower efficiency. In order to solve this problem, the company started to build all kinds of management systems, change management functions in the past to the present process management. In the construction of management system, the company boldly attempted the method of project management, so that the construction of the management system would be in an orderly manner, but due to various reasons in the enterprise, the project progress is hard to control, causing certain projects protracted, or even terminated. New business and the changes after the reorganization of the company 's work processes can not be smoothly carried out, thus causes low efficiency and frequent work buck-passing phenomenon. Progress control in project management is of great importance, and a key point in project management control. Project progress management is the implementation of effective control of the project schedule, the main guarantee and the timely completion of the project. Progress control not only influences the success of a project, but also directly affects its economic benefits. In this paper, through investigation of 60 major participants of the 12 management system of construction project, we listed the project construction management system of enterprises implementing the influential degree of progress of the influencing factors, and from three aspects as organization, improvement plan, project change, all kinds of factors, and their improvement directions respectively, to find out the key factors influencing on the project for the construction of internal management system of enterprises of schedule control, thus to guarantee the implementation of the project construction schedule of internal management system of the enterprise 's goal. Finally, this paper takes the project system construction of enterprise standards as an example, to find out the key factors that affect the progress of the control, and by use of the improved method proposed above, the project was completed ahead of schedule, verify the effectiveness of the proposed list of project schedule control method. At the same time, it summarizes the research, finds out the points of innovation, and puts forward the direction for improvement of the next step work.
