| 中文摘要: | 国家“十一五”建设以来,经济发展对售电量需求猛增,电网企业在提供持久电力的同时还要确保电力供应的可靠性,因此提高电力物资供应保障能力被纳入电网企业的战略管理层面。 T市电力公司作为国家电网公司的子公司,从2009年起推行物资集约化管理,经过三年的努力,逐步实现了对物资管理从分散采购到集中招标,从单一招标到物力集约化管理的巨大转变。通过组织架构调整、管理模式创新、业务流程优化等手段,有效提升了电网物资供应的效率和效益。本论文在T市电力公司深入开展物资集约化管理的基础上,借鉴现代物流与供应链管理理念,对该公司物资管理的现状进行分析,并针对存在问题提出解决方案,研究构建T市电力公司物力集约化管理体系。从计划管理、采购管理、合同管理、产品质量监督管理、供应商关系管理、仓储管理、配送管理、应急物资管理、废旧物资处置管理等九项关键业务分别阐述构建物力集约化管理体系的内涵,同时也从组织与制度保障、技术保障、人力资源保障三个方面提出了确保T市电力公司物力集约化管理体系实施效果的保障措施。理论研究结合企业实践表明:实施物力集约化促使T市电力公司的物资供应保障能力得到了显著增强,信息化水平取得大幅提高,经济效益明显提升,人员结构扁平化得以实现,仓储配送供应效率不断增强,应急保障能力和和供应商服务能力均得到一定程度的有效提高。希望通过对本课题的研究帮助T市电力公司更有针对性的提高物资管理水平,并为大型电网企业更广泛范围内推行物力集约化管理体系提供科学高效的决策支持。 | |
| 英文摘要: | Since the national "The eleventh Five-year Plan" has been made, economic development lead to the increase of electricity sale, power grid enterprises should ensure the reliability of power supply in provide lasting power at the same time, thus improving the capabilities of material supply are brought into the strategic management level of power grid enterprises. As a subsidiary of state grid corporation, the power corporation in T city began to carry out material intensive management since 2009. After three years of efforts, it gradually realized the materials management from decentralized procurement to centralized bidding, tender from the single bidding to the material resources intensive management. Through the organization structure adjustment and management innovation, business process optimization, effectively improve the efficiency and effectiveness of the material supplies. This thesis researches on material resources intensive management system of the power corporation in T city, on the basis of material intensive management. Use for reference of modern logistics and supply chain management concept, analysis on current situation of material management, and puts forward the solution to existing problems. Explaining the meaning of material resources intensive management system from the nine key business,include: material plan management, procurement management, contract management, product quality supervision management, supplier relationship management, warehouse management, distribution management, emergency management, waste disposal management. Also the organization and system guarantee, technology guarantee, and human resources guarantee are put forward to ensure the implementation effect. Combining theory with enterprise practice shows that: the implementation of material resources intensive made the ability of material supply enhanced greatly, the informationization level has greatly improved, the economic benefit has obviously enhanced, the personnel structure flat has realized, warehousing distribution supply efficiency has enhanced, emergency support capabilities and service ability have been improved. Hope that through the study of this subject to help the power corporation in T city to improve the level of material management, and help more power corporations to provide scientific and practical decision support. | |
