| 中文摘要: | C公司作为一家国有控股的上市保险公司,重组改制以来,在按照相关法律规范,进一步调整和优化产权治理结构的同时,逐渐开始适应从垄断者的角色向市场竞争主体的转变。但是,随着我国逐步融入WTO及经济环境的发展,面对外部日趋激励的竞争环境,C公司内在深层次的管理问题逐步凸显,传统体制的行政化色彩仍然在市场型治理的外壳下,深刻影响着公司的内部管理乃至业务的发展,在这种形势下,C公司选择了通过人力资源管理改革这一职能层面的战略调整,来推动和支撑公司的战略转型,提高公司的核心竞争力。基于此,本文立足于C公司脱胎于国企这一特点,首先从企业发展战略这一宏观视角着眼,从人力资源管理微观入手,以C公司的人力资源管理改革为研究对象,对C公司人力资源管理改革的战略背景、人力资源管理上存在的问题、采取的措施及实际效果进行介绍和分析,然后结合实际推行情况,并吸收相关管理知识,简要分析这些改革所体现的C公司经营发展思路及未来的战略发展方向,并希望能够为国有保险公司的发展提供一定的借鉴。本文重点思考的方向主要在于:一是以C公司为代表具有国企属性的企业对于企业战略的实现,为什么要从人力资源管理改革入手,这里包括理论的基础分析和现实的环境分析两大方面的问题;二是针对于人力资源管理层面所存在的问题,C公司是如何基于企业战略在人力资源管理进行调整和改革的;第三是在C公司的人力资源管理层面的调整过程中,存在着哪些问题,在企业发展战略层次上对以后的改革方向上乃至国有企业改革的未来发展方向上有何借鉴意义? | |
| 英文摘要: | As a state holding listed insurance company, company c have further adjusted and optimized the governance structure of property rights according to the relevant laws and regulations since the restructuring, and began to adapted to the change of the role from monopoly to the market competitors. However, as China has gradually integrate into the WTO and the development of the economic environment, face to the increasing external competitive environment, its internal deep-seated management problems are gradually highlights. Administrative colors of the traditional system is still in the shell of a market-based governance, and deeply affect the company's internal management and even the business development. In this situation, in order to improve the company's core competitiveness , the C company selected to promote and support the company's strategic transformation through strategic adjustment of the level of human resources functions. This paper based on the feature of C company that it was born out of the state-owned enterprises . First of all, we focus on the macro perspective of the corporate strategy and start from the micro perspective of human resources management, introduce and analysis the strategy choice of C company’s human resources and the problems in human resource management, motivation for change and the measures and actual effect of it. Second, combined the implementation and absorbed the relevant management expertise, we briefly analysis to the operation ideas of C company and future strategic direction of development, and hope to provide a reference for the development of state-owned insurance company. This article focuses on the thinking of these follow directions: first, the implementation of the corporate strategy in C company which represented the state-owned companies, and why we should start form the reform of the human resource. This includes two major aspects ,one is analysis to the theoretical basis, the other is analysis to the reality of the environment. Second, in response to the problem of the management level of human resource, based on the corporate strategy, how C company adjusts and reforms .Third, what’s the problem in the adjustment process of the company’s human resources and it’s impact to the C company, and what’s the significance to the implementation of the reform and strategy of state-owned enterprise. | |
