中文摘要: 随着中国金融体制改革的不断深入,国内商业银行纷纷将信用卡定位于转型发展中的战略性产品,信用卡市场的竞争越来越激烈。在信用卡业务蓬勃发展的同时,信用卡风险问题也日益显现出来, 信用卡业务属于银行零售业务,零售业务盈利是以量为前提的,没有数量上的保证,零售业务基本是不可能取得较好的收益的。国内银行为了追求发卡规模,不顾发卡质量,盲目降低发卡门槛,使信用卡信用风险与日俱增。同时信用卡欺诈风险也逐渐增大,欺诈风险种类日趋多样,涉案主体多元化、犯罪团伙化。部分统计数据表明,我国的欺诈风险已呈现快速增长的趋势。 信用卡风险管理的目标就是结合发卡行的发展战略和市场定位,在有效控制风险的同时,竭力使发卡机构利润最大化。信用评分模型是国际先进的信用卡风险计量工具,本文应用信用评分模型对信用卡业务涉及的信用风险、欺诈风险进行识别、衡量和控制,并以建设银行信用卡中心信用卡业务风险管理为案例,对建设银行信用卡业务风险管理的组织架构、风险管理理念、信贷政策、管理策略等进行了详细的介绍,从风险管理的事前、事中、事后三个阶段对信用卡产品生命周期进行划分,分别从事前控制阶段的进件管理、申请审批、初始额度授信;事中控制阶段的额度调整、交易授权、交易监控和事后管理的催收和客户联系全面细致的分析了建设银行应用风险评分模型对信用卡业务的风险管理。  
英文摘要: With the continuously thorough reform of China’s financial system, domestic commercial banks regard credit card as strategic product in the reforming development one after another. Therefore, the competition in credit card market is becoming more and more intense. However, with the vigorous development of credit card operation, some risks related to credit card also appear gradually. Credit card business belongs to retail business in bank. The profit in retail business is on the basis of quantity. Basically, without the guarantee of quantity, the retail business can not acquire good profit. In order to pursue the issuing scale of credit card, domestic banks lower the standard of issue blindly regardless of the quality of them, which increases the risk of credit card day by day. At the same time, cheating risk of credit card is also increasing gradually, the type is diversified, involved bodies are multiplied, and more crimes are committed in groups. Some statistics show that our country’s cheating risk has shown the trend of gradual increase. The aim of risk management of credit card is to combine issuing bank’s development strategy with its market orientation, and maximize profit of issuing organization while controlling risk effectively. Credit scoring model is an advanced international risk measuring instrument. This thesis identifies, evaluates and controls credit risk and cheating risk related to credit cards with credit scoring model. It will take the case of credit card risk management in China Construction Bank’s credit card center as an example. And introduce the organization structure, risk management ideas, credit policy and management strategy in detail. Divide the cycle of credit card into three phases--before, middle and after. The first phase deals with management of application, examination, and credit limit; the second phase controls limit adjust, transaction authorization and supervision; the third phase deals with collection, and client’s communication. By discussing these three phases, this thesis analyzes the risk management of credit card business in China Construction Bank with risk evaluation model in detail.
