中文摘要: | 随着国家对新能源产业的支持政策,作为新能源的风电产业近几年得到井喷式发展,风电基本建设因而也得到了迅猛的发展,对风电施工项目的发展也起到了推动作用。风力发电施工项目工期相对较短、施工环境复杂、施工环节和制约因素较多,使风电施工项目存在着较大的风险。因此对风电施工项目风险进行管理研究具有十分重要的意义。通过研究发现,用现代项目管理中的风险管理理论,可以对风电施工市场的现状和风电施工项目所面临的困难进行剖析,指导风电施工的健康发展。论文在结合企业的实际情况及在总结了近年来风电施工项目案例和征求业内专家意见的基础上,对风电施工项目进行风险管理研究。论文首先阐述了项目风险管理的相关理论,分析了风电施工项目的特殊性和风电施工市场的特点,在总结经验的基础上对风电施工项目所面临的风险进行了识别,得到风电施工项目风险体系,并以风险发生概率和风险影响结果为目标建立了风电施工项目的风险分析模型。论文着重对识别出的风电施工项目风险进行了度量,主要采用了案例分析法和专家调查法对风险发生概率进行了定量分析。论文统计分析了收集的风电施工项目案例,得出风电施工案例中各类风险发生的概率,然后利用专家调查表收集专家的意见并深入分析,得出施工专家预测的各类风险发生概率并对两者进行加权平均然后得出风电施工项目的风险发生概率。依据专家意见调查表反馈意见对风险的影响后果进行了界定,量化风电施工项目风险因素的影响程度,在量化的基础上得到风电施工项目的风险级别。在此基础上建立风电施工项目风险管理模型和应对风电施工项目风险方案流程,制订出应对风电施工项目投标、合同签订、项目相关方、项目管理等风险应采取的相应措施,应用于实际操作的风电施工项目,并取得了成功。 | |
英文摘要: | With state support for new energy industry policy, as a new energy wind power industry get the explosive growth in recent years, wind power basic construction and thus obtained the swift and violent development, the development of wind power construction projects have also been boosted. Wind power construction project period is relatively short, complex construction environment, construction process and restricting factors in, there is a bigger risk makes wind power construction project. So for wind power construction project risk management research has the very vital significance. Through the study found that with the modern risk management theory of project management, to the status quo of wind power construction market, and analyzes the difficulties faced by wind power construction project, guide the healthy development of wind power construction. Thesis in combining with the actual situation of enterprises and in recent years, wind power construction project cases were summarized and solicit opinions from the industry experts, on the basis of study on risk management for wind power construction project. Thesis first elaborated the project risk management related theory, analyzed the particularity of wind power construction project and the characteristics of wind power construction market, on the basis of summing up experience of wind power construction project risk identification, wind power construction project risk system, and target on the results of risk probability and risk impact of wind power construction project risk analysis model is established. Thesis focuses on identification of wind power construction project risk measurement, mainly adopts case analysis method and expert investigation method has carried on the quantitative analysis to risk probability. Thesis statistics and analysis the collection of wind power construction project case studies, concluded that wind power construction of all kinds of the probability of occurrence of a risk in the case, then use expert questionnaire to collect the opinions of the experts and the thorough analysis, concluded construction experts predict all kinds of risk probability and the both weighted average and wind power construction project risk probability are obtained. According to expert opinions questionnaire feedback effect on the risk consequences, defined to quantify the impact of wind power construction project risk factors, on the basis of the quantitative risk level for wind power construction project. Based on the wind power construction project risk management model and response to wind power construction project risk plan process, worked out to deal with wind power construction project bidding, contract signing, project stakeholders, the project management risk should take corresponding measures, such as applied in the actual operation of wind power construction project, and achieved success. | |
