中文摘要：	随着中国经济的不断腾飞，社会化分工的专业程度越来越高，电子商务及项目外包等境外合作项目也在迅猛增加，全球一体化运作的趋势日益突显。项目管理也区域复杂化和大型化，并且与国际接轨的跨组织、跨地域、跨民族合作项目也越来越多，我们把这些不同组织共同主导的项目都归为跨组织合作项目，同时各个组织方对跨越组织合作项目管理的有效性要求也越来越高。为此我们对跨组织合作项目的组织管理展开了深入管理的研究和探讨。由于跨组织合作工程项目组织管理基于又有别于传统项目的组织管理，它的出现为项目管理研究领域开启了崭新的视野也带来了新挑战。笔者根据以往曾参于的跨组织合作项目中存在问题和经验结合国内跨组织合作项目现状， 并从解决跨组织合作项目的存在问题为出发点结合跨足组织合作项目的现状对跨组织合作项目的组织管理做了深入的研究。 笔者依据相关项目组织管理的理论,结合了根据许多的跨组织合作项目中成功和不成功的项目案例的经验. 首先本文对跨组织合作项目做了范围定义，明确了什么样的项目是跨组织合作项目。同时我们对中国跨组织合作项目的状况进行了一定的描述，随后本文归纳出了跨组织合作项目目前存在的一系列问题和弊端，以这些问题和弊端为出发点去寻找导致这些问题的根源。从我们的研究中发现大多数跨组织合作项目其在建设过程中存在问题和弊端都可归根于其项目的组织管理不当造成的，为此我们对跨组织合作项目的组织管理展开了深入的研究。 根据研究我们对跨组织合作项目组织管理研究的内容进行了总结和归纳，对跨组织合作项目的组织管理总结成以下通俗易懂的8句四字短语那就是：“结构设置；团队组建；目标明确；任务分解；权责分配；细化到人；督促落实；严格奖惩；”后面的论文的主题也是围绕着8句四字短语展开的。 我们还对跨组织合作项目的制度保障都进行了着重的描述，由于篇幅所限我们没有对跨组织合作项目中所有的管理制度进行详细的论述，当然不同的项目其已向保障制度也有所不同，我们只是把一些重点的有共性的管理制度进行了论述包括：合同管理、进度管理、会议管理、绩效管理这几个重点制度进行了研究 最后本文在以国家超级计算天津中心项目为案例进行分析，从国家超算天津中心项目的投资来源到各个组织方任务的分解及职责分工等，我们开展了详细的论述，在该项目建设的组织管理过程中发现，对于跨组织合作项目合理的组织结构设计及项目团队成员的选拔对后续的项目管理都起着至关重要的作用，国家超算天津中心项目的成功建设是跨组织合作项目的组织管理的成功范例，同时也是对中本文观点进行了有利的佐证。在第七章我们总结出了本文研究取得的研究成果、及本文研究中的不足，并对跨组织合作项目的后期发展及研究的方向有了新的展望。接着我们详尽的罗列了参考的书籍和文献有助于后续的研究者，进行研究和参考。
英文摘要：	As China's economy continues to soar, social division of labor is becoming more and more professional, e-commerce and project outsourcing overseas cooperation projects are also rapidly increasing .the trend of globalization highlight is growing operation. Project management is become that is complex and large-scale regional and international standards and cross-organizational. The cross-regional, cross-national cooperation projects is showing more and more.we put these different organizations co-led the project are the property of inter-organizational cooperation projects, as well as individual organizers across organizational cooperation on the effectiveness of project management are increasingly high requirements. To this end we have cross-organizational cooperation projects carried out in-depth management organization and management of research and discussion. Since cross-organizational collaboration and project organization and management is different from traditional project-based organization and management, project management, it appears to open up a new field of research horizons also brought new challenges.
