中文摘要:随着全球经济的发展,各企业纷纷寻求以信息化建设为企业发展新的突破口。相对于全球信息化建设的如火如荼,信息化建设的效果却不尽如人意,资料表明,导致项目失败的最重要原因与需求有关。论文从国内外信息化建设的现状出发,分析当前信息化建设的主要问题,提出项目范围管理在信息化建设中的重要作用。针对设备管理系统建设中范围管理的难点和独特性进行分析。论文找到了设备管理信息系统项目范围管理三方面主要问题成因,在对各因素进行分析的基础上找到对策,得出合理选择设备管理信息系统建设时机、加强承建方管理、赋予承建方清晰的项目需求的结论。并通过优化业务流程、完善绩效机制、做好项目启动会建设、加强沟通、依托承建方完善需求等具体方法将对策具体化,同时通过变更系统的建立为设备管理信息系统范围问题应对提供支持。论文通过研究分析为企业在进行设备管理信息系统项目范围管理工作时找到了一条方式和方法。主要创新点体现为找到了设备管理信息系统项目范围问题成因,并进行研究,提出解决的方法,同时将解决方法应用到天津市热电公司设备管理信息系统的建设中,通过工程实例的效果分析,为研究结论提供了有力的支撑。 
英文摘要:With the development of the global economy, companies are seeking for the enterprise information construction and development of new breakthrough. Relative to the effect of global information construction in full swing, construction results are not satisfactory, data indicated that the most important reason that lead to project failure is related to demand. At the domestic and foreign information construction, the paper analyzed the main problem of the current information construction, proposed that the project scope management play an important role in the construction of information technology and analyzed the difficulty and uniqueness of range management for the equipment management system construction. The paper found the reasons of three aspects to range management of the equipment management system and drawn countermeasures on the basis of the analysis of various factors, and come to a reasonable construction opportunity of equipment management information system, strengthen the management of the construction side, accurate conversion of demand, given the construction of square clear conclusion of the project needs. Specific the countermeasure by optimize business processes, improve the performance mechanism, do well the start meeting of projects, strengthen communication and relying on the construction side improve the demand, at the same time through establish changing system to deal with the cause of the problem of equipment management information system. The paper analysis and find a management method of project scope management aspects during companies building equipment management information systems. This paper’s main innovation is that it found and study the cause of the problems of equipment management information system project scope, and propose solutions method and applied the method to the construction equipment management information system of TianJin thermal power company, the effect of the engineering example application provide a strong support for the research findings.
