中文摘要：	随着中国向市场经济的逐渐转变，项目作为市场经济的主体，在经济发展中的作用亦越来越重要，而伴随着项目发展的风险也在逐渐增大。热电联产供热项目作为关系国计民生的重要方面，也不可避免的面临着各种各样的风险。本论文以天津市津安热电有限公司杨电二期热电联产集中供热项目为案例，就热电联产供热项目所面临的风险进行分析，并提出了具体的解决措施，以求为本行业的发展贡献绵薄之力。本文的研究内容主要包含以下几个方面：第一，文献综述。本文的理论基础是风险管理、项目风险管理理论，因此，本文对风险管理的定义，类别，风险管理过程等相关的重要内容进行了详细的阐述，以求为本研究的进行提供充足的理论基础。第二，风险识别。在对风险管理理论进行详细论述的基础上，本文运用科学的风险识别方法，即专家调查法等各种科学的方法，找出热电联产供热项目所面临的风险。并就这些风险进行了详细的阐述。第三，风险解决措施。在风险管理理论的基础上，根据项目的具体实际，对每个风险提出具有针对性的解决措施，以求为项目的安全运营提供借鉴意义。本研究的主要结论为： 1.由于热电联产供热项目产品的特殊性等特点，与其他传统制造类等类型的项目相比，具有自身独特的特征，也导致了它所面对的风险也区别于其他行业，有热费回收风险，市场开拓风险，决策风险，业务外包风险等各种风险。 2.热电联产供热项目所面临的各种风险，对于项目的影响或者说造成损失的大小是不相同的。总体来说，受当前项目自身特点的影响，热费回收风险，业务外包风险等是项目目前应该重点面对的。一方面是因为这些风险是可管理的，另一方面是因为这些风险对项目的影响很大，关系到项目的核心竞争力，因此，项目更应该重点关注。
英文摘要：	Along with gradual changes of China to a market economy, enterprises as the main body of the market economy, play a more and more important role in economic development, and the risk that enterprises face is also gradually increasing. As an important aspect of the relationship between the beneficial to the people's livelihood, combined heat and power generation are inevitably faced with various risks. The thesis carries on the analysis of the risk that the heat and power cogeneration face, taking an example of JIN’AN Thermal Power Co., Ltd, and puts forward some specific measures, in order to make some contribution to the development of the industry. The main research content includes the following. First, literature review. The theory of risk management is the base of this research, therefore, this thesis make a detailed elaboration of the definition of risk management, category, the risk management process and other related important content, So that literature review provides sufficient theory basis for this research. Second, risk identification. Based on the detailed discussion of risk management theory, this thesis uses scientific methods for risk identification to find out the risk that heat and power cogeneration enterprise face, taking an example of Tianjin City Jin'an thermoelectric Co. Ltd. And this thesis makes a detailed elaboration on these risks. Third, risk measures. This research proposed targeted solutions for every risk, according to the actual enterprise, in order to provide the reference for the safe operation of enterprises. The main conclusions of our study are as follows. 1. Because of the specificity of the product of the heat and power cogeneration company, and its own unique features, they have their risks that are also different from other industries, compared with other traditional manufacturing and other types of enterprises. In particular, heat recovery, cost risk, market risk, decision-making risk, the risk of outsourcing, information construction risk and other risks. 2. The influence or the loss is different from enterprises that the risk which the enterprises face. In general, the risk of heat cost recovery, outsourcing risk, at present that should be focus on the face. Which affected by the current enterprises' own characteristics. On the one side, these risks are manageable, on the other side, these risks have big impact on the core competitiveness of enterprises. Therefore, the enterprises should pay more attention to these risks.
