中文摘要：	我国耕地面积日益减少，国家开始实施各种耕地保护制度，譬如在经济发展中各个省市保持的“占补平衡”，即土地资源可以为经济发展所用，但经济发展占用多少耕地土地资源，就要补充多少耕地土地资源，确保耕地总面积的不变。为了提供“占补平衡”实现的可能性，一方面是对荒地进行开垦，增加宜农耕地的面积，另一方面是整理土地，以高效的方式利用好现有的土地资源。目前,我国对土地整理项目全过程中的风险管理研究的重视程度不够，在对土地整理项目风险管理认识上仍存在一定的误区。随着我国土地整理的不断发展，人们对土地整理项目风险管理认识将逐步提高。南开城投公司在土地整理项目全过程中，仍存在诸多风险管理问题。鉴于土地整理项目存在的风险管理问题，本课题将重点研究如何克服这些问题，合理规避土地整理项目风险。基于理论支持和现实需求，土地整理有必要进行全面的风险研究，主要的内容有：对土地整理进行综述，对土地整理项目风险管理理论进行阐述和讨论，土地整理项目风险识别进行分析，为本课题的深入研究打下理论基础；对南开城投公司土地整理项目风险管理现状进行分析，并对南开城投公司土地整理项目风险识别与度量进行深入的研究；强化南开城投公司土地整理项目风险应对与监控研究。提出强化南开城投公司土地整理项目风险应对与监控的对策建议。本课题分为五个部分。第一部分，绪论，对研究背景及意义、研究内容与方法、研究技术路线和方法进行了阐述。第二部分，相关理论文献综述，在对土地整理内涵与特征阐述的基础上，对我国土地整理的模式、土地整理项目风险管理产生与发展、土地整理风险性、风险特征、风险类型、风险管理过程进行探讨，提出了风险识别的内容、原则、依据、过程和方法。第三部分，南开城投公司土地整理项目风险识别与度量。以南开城投公司为例，在介绍该公司以及分析该公司土地整理项目风险管理现状的基础上，提出了该公司风险识别的分析方法，其中包括项目前、中、后期原因的风险，以便对土地整理项目风险的度量奠定研究基础。第四部分，根据风险管理的组织和原则，对风险管理技术与绩效技术进行评价，从而达到强化南开城投公司土地整理风险应对与监控的目的。第五部分，根据研究的内容，得出研究的结论，并指出研究不足的地方，以及对土地整理项目全过程中风险管理的展望。
英文摘要：	Cultivated land area is decreasing, the state began to implement all kinds of cultivated land protection rules, such as maintaining the demand-supply balance in the economic development of each province and city, namely the land resource can be used for economic development, however, it will make up cultivated land resources as same as the economic development take much cultivated land resources, to ensure that the invariant of arable land. In order to provide demand-supply balance equilibrium and the possibility of realization, on the one hand, is to waste for reclamation, increase the area of cultivated land has, on the other hand is to clean up the land, with the efficient way to make good use of the existing land resources. At present, our country to the land consolidation and rehabilitation project in the whole process of risk management research attention is not enough, on land consolidation project risk management know still has certain error. Along with our country land consolidation of development, people to the land consolidation project risk management know will gradually improve. Nan Kai City Investment Company in the land consolidation and rehabilitation project in the whole process, there are still many risk management problems. In view of land consolidation project of existing risk management problems, this topic will be difficulty research how to overcome these problems, and reasonable evade land consolidation project risk. Based on the theoretical support and practical demand, land consolidation is necessary to carry on the comprehensive risk research, the main content include of land arrangement were reviewed in this article, the land consolidation project risk management theory expounds and discussed, the land consolidation and rehabilitation project risk identification analysis for this topic research provided theoretical basis; To Nan Kai City Investment Company land consolidation project risk management present situation to carry on the analysis, and the Nan Kai City Investment Company land consolidation project risk identification and measurement in-depth research, Strengthen the Nan Kai City Investment Company land consolidation project risk response and monitoring research. Put forward to strengthen Nan Kai City Investment Company land consolidation project risk response and control countermeasures and suggestions. This topic is divided into five parts. The first part, the introduction of research background and significance, research contents and methods, research technical route and method were expounded. The second part, the related theory literature review, on land consolidation connotation and characteristics, on the basis of elaborating to our country land consolidation patterns, land consolidation project risk management generation and development, land consolidation risk, risk characteristics, risk types, risk management process in the paper, the author puts forward risk identification content, principles, basis, the process and the method. The third part, Nan Kai City Investment Company land consolidation project risk identification and measurement. To set Nan Kai City Investment Company as an example, in the introduction of the company as well as analysis of the company land consolidation project risk management on the basis of the current situation, this paper puts forward the company risk identification methods of analysis, including the project early, middle and late reason risk, so that to the land consolidation and rehabilitation project risk measurement lays research foundation. The fourth part, according to the risk management organization and principle, it can evaluate risk management technology and performance, so as to strengthen the Nan Kai City Investment Company land consolidation and risk response and monitoring. The fifth part, according to the content of the research, it is concluded that the conclusion of the research, and point out the insufficient place, as well as to the land consolidation and rehabilitation project in the whole process of risk management outlook.
