中文摘要:房地产业是国民经济的支柱产业,它对推动社会增长力和推动社会经济的增长都起着重要的作用。近期国家连续出台了一系列的调控政策,这就使得房地产企业之间进入了较之以前更加激烈的竞争时代,房地产开发商所能获得的利润日渐缩小,房地产经营面临着严峻的考验。在一般的经营性项目管理中,提高盈利率是项目开发商成本管理主要目标,这样就造成项目开发商往往忽视项目价值的提升。由于房地产开发建设项目开发商要负责项目后期运营销售,所以房地产企业必须在怎样提高企业核心竞争力上下工夫,使其必须注重项目质量、成本、工期、范围等多要素目标平衡,才能使企业在激烈的竞争中获得先机。这样就使房地产企业项目成本管理变得更加困难。就此,作为房地产开发企业,项目开发商出于提高盈利能力,保持行业竞争力的要求,建立有效的项目成本管理方法和模式是非常有必要的。房地产开发企业通过加强对项目成本的管理,从而控制了项目成本的支出,以此获得了企业经济效益的提高和市场竞争力的提高,这是极其重要的。本文从开发商角度对SJ运河城开发建设项目的成本管理进行研究。在项目价值最大化前提下,探讨了基于活动的房地产开发建设项目成本管理,并结合项目成本管理相关理论,对房地产开发建设项目成本管理的问题及原因进行分析,总结出SJ运河城开发建设项目成本管理的核心内容,即项目成本的估算、预算、控制和方法。在本文对房地产项目的成本管理的研究中,吸取对一般项目成本管理理论和方法外,结合房地产开发建设项目的特点,对成本估算、预算和控制的问题及对策进行了重点分析,形成了一套较为完整的全过程成本的管理房地产建设项目成本的方法。作者希望通过研究SJ运河城开发建设项目的成本管理,能够使这个项目的成本管理水平提升一个新的高度,进而提高企业的竞争力。 
英文摘要:Real estate industry is a pillar industry of national economy, which plays an important role of promoting social growth force and social economic growth. Recently, government keeps on introducing a series of regulatory policies, which makes real estate enterprises to enter the era of intense competition than ever. So shrinking profits which is available to real estate developers makes real estate industry face severe challenges. In general operating project management, increasing profitability is the main goal of the project developers which cost management, that is also the reason why the enhancement of the value of the project is often overlooked. Because of real estate development and construction of the project developer is responsible for post-operational sales, real estate companies must make an effort on how to improve the core competitiveness of enterprises, so that it must focus on project quality, cost, duration, scope, and many other elements of the target balance, to the enterprises in the fierce competition to get the initiative, that also makes the project cost management become more difficult than before. Therefore, as a real estate development enterprise, it is necessary for the project developer to improve profitability, maintain the competitiveness of the industry requirements, and establish effective project cost management methods and models. Real estate development enterprises should strengthen the management of the project cost, so as to control the expenditure of the project cost, finally improving the economic efficiency of enterprises and market competitiveness, which is crucial. This thesis researches the management development and construction cost management of SJ Canal City from the developers point of view. we explored the activity-based real estate development and construction project cost management, in order to maximize the project value. At the same time, we combined project cost management theory to analyze the problems and causes of the real estate development and construction project cost management, summed up the core content of the SJ Canal City development and construction project cost management, project cost estimates, budget control and methods. This article absorb the cost of the general project management theory and methods, even combined with the characteristics of the real estate development and construction projects, cost estimates, budget and control problems and countermeasures focus, thus creating a more complete set of the whole process of cost management real estatethe method of construction project costs. The author wishes to enhance a new level and to improve the competitiveness of enterprises, as well as the cost of this project management level through studying the project cost management of SJ canal city development and construction.
