中文摘要：	招标是在市场经济中选择项目承包人的一种交易方式。招标制度在交易的过程中引入了竞争机制，有利于项目投资人选择到优秀的项目承包人。在招标的流程中，评标作为一个多目标决策的程序是招标的核心。而在评标过程中，评标方法制定的是否科学、合理将直接决定招标的是否成功。本文结合S公司厂区建设监理招标实例，通过对招标制度的回顾以及现有的招标方式、方法、流程等理论实务的介绍。详细对如何优化S公司厂区建设监理招标评标方法进行研究。提出了利用层次分析法对评标方法中的权重值进行确定，建立起科学合理的评标体系。同时提出利用灰色关联分析法对项目进行评标，对项目的最优投标人进行评选。最终，通过优化后的评标方法进行招标，S公司选择出较为优秀的中标人。本文将层次分析法运用到评标方法的制定过程中，将层次分析法与我国招标实务操作、我国招投标法律法规有效的结合在一起，使得层次分析法可以应用到实际的招标过程中。同时，将灰色关联分析法有效地应用于实际评标过程中，有效地减少了评标过程中的人为因素。使得招标决策更加科学、有效。同时，对其他招标项目具有良好的借鉴作用。
英文摘要：	Bidding is the choice of a transaction project contractor in market economy. The bidding system introduced competition mechanism in the transaction process, is conducive to the project investors to choose excellent project contractor. In the bidding process, bid evaluation as a multi-objective decision making procedure is the core of the bidding. In the evaluation process, the evaluation methods formulation is scientific, reasonable will directly determine the success of bidding. This paper is based on the example of the company S’ factory construction supervision bidding. This paper reviews the bidding theory and introduces the tendering, bidding method, bidding process. This paper studies how to optimize the company S’ plant construction supervision for evaluation of bids. This paper studies how to optimize the evaluation method of the company S’ factory construction supervision bidding. This paper proposes using the analytic hierarchy process to optimize the evaluation method’s weight values, establishes a scientific and reasonable evaluation system. At the same time, this paper proposes using the grey correlation analysis on project evaluation, selection for the optimal bidder for a project. Finally, the company S chooses the good bidder by using the optimized evaluation method. This paper uses the analytic hierarchy process to develop evaluation method. And this paper combines the practice of tender and the Bidding Law of China. In this paper, the analytic hierarchy process is applied to the bidding process. At the same time, the grey correlation analysis is applied to the actual evaluation process; effectively reduce the human factors in the process of tender evaluation. And the bidding’s decision is more scientific and effective. At the same time, this paper has a good reference to other bidding.
