中文摘要：	会展业是经济增长的加速器，不仅具有强大的产业带动效应，而且是城市对外形象的重要窗口。作为会展载体的会展场馆更是城市开放与国际化的重要体现。因此，各地政府近年来都非常重视会展场馆的建设。一般情况下，全国各地的会展场馆基本由政府投资建设，而交给企业来运营。由于政府主要关注会展场馆在政治和经济上的宏观带动效应，所以各地会展场馆往往呈现出建筑壮观、装修豪华、设备先进的特点，却忽略了会展场馆自身是否能产出直接的经济效益。这就导致全国会展场馆在企业接手运营后往往会出现两个极端方向的问题：第一，先期预见不足，会展场馆建成后不足几年就无法满足当地经济发展要求，被迫兴建新的更大规模的展馆；第二，会展场馆建成后形象展示作用巨大，但结构、设备等却不符合展会需求，必须要进行改造。这两个方面的问题都导致投资的重复浪费。因此，对于会展场馆这一新兴事物，可供借鉴的成功经验不多，必须要统筹考虑，尤其要加强会展场馆的风险管理工作，才能确保会展场馆项目成功。首先本文对风险管理理论、项目管理及项目风险管理理论做了系统研究；之后对会展场馆的发展演变及会展场馆项目风险管理现状做了简要回顾，然后对天津梅江会展中心项目进行简要介绍并说明项目的独特性；在此基础上运用德尔菲法，对天津梅江会展中心项目风险进行了识别，给出了项目风险清单；随后综合应用德尔菲法和损失期望值法对不同类别的风险进行了度量；最后结合天津梅江会展中心项目的实际情况制定了应对不同风险的具体措施，以便降低风险发生概率和损失，确保项目达到预期目标。
英文摘要：	Exhibition can boost economic growth. Not only does it step up a wide effect on industries, but also it is a window of the city, stepping up favorable corporation visualization to the world. As a part of it, exhibition halls play a significant role in influencing its open-door policy. Thus, the governments in every area draw a great attention to the construction of the exhibition halls. Normally, the exhibition halls are built by the governments, operated by state-owned or individual enterprises. The halls are built spectacularly, decorated luxuriously and advanced equipment installed. What the governments do in order to take the leading political and economical profit as the first point, on the contrary, they ignore the profit that halls produced. In this case, the two big problems resulted nationwide after the enterprises took over. Firstly, the government got short-eye sight, after a few years the construction completed the halls have been placed an impossible position. It’s difficult for the halls to be meet the increasing economic demand, so the big more halls have to be built. Secondly, some halls built for showing their good image only, the structure and equipment cannot meet the long-run requirements, need to be constructed and decorated and built the new ones. The repeat huge waste as a result of the two big problems so as to there is a few good experience. The government must to have a long term sight, and everything they do is founded on the full understanding of exhibition. Only in this way can they make a further success. The present thesis will be concentrated on the systematic approach to risk management and project management, an analysis of the development and situation on the risk management of exhibition. The chapter of the Tianjin Meijiang Convention Center will be explored by Delphi technique Method from risk management. It will be list general questions with Delphi technique method and Loss Expectancy Method. Last but not least, the present thesis will be explored how to take preventive measure to reduce risk and lost. Only in this way can they achieve the expected target.
