中文摘要：	成本控制目前已被国内外大多数企业重视，现在我国基础设施建设逐渐加快，但人均资源相对贫乏，因此需要对建设项目的成本进行严格控制以节约资源。同时，随着竞争日益加剧，很多企业力图通过成本控制实现降本增效的目的，来增加企业的竞争力。经过实践总结，可研设计阶段涉及工程项目成本高达全部工程项目成本的65％。可见，在可研设计阶段进行的成本控制对全部工程项目成本的节约起着关键的作用。本文对市政行业排水工程项目设计阶段的成本控制进行了研究，试图为市政排水工程项目在设计阶段对项目总体成本控制、优化提供一些依据和方法。 本文从设计单位的角度出发，试图总结一套项目成本控制的方案、方法，帮助企业提高管理水平，实现费用最低、效益最大化的目标,提升设计单位的竞争能力。另一方面，也为业主控制整个工程的成本提供一定参考。 本文对排水项目设计阶段成本控制方法从理论到实际应用进行了研究。分析了当前国内工程设计市场成本控制的现状，探讨了设计阶段成本控制相关理论的发展以及在实践应用中同先进国家相比存在的不足，总结了设计阶段项目管理的相关理论、控制方法、指标及评价标准。本文还研究了工程项目设计阶段，如何利用价值工程、偏差分析等理论进行方案优化，以及估算、预算价格控制管理，利用费用偏差，限额设计等手段进行控制，多阶段审查控制。最后，本文对排水项目设计阶段成本控制在实际中的应用进行了研究，提出了一些优化设计阶段控制成本的方法，阐述了各种方法的研究成果，并指出了其存在的不足，为优化设计阶段控制工程成本提供了一些依据。
英文摘要：	Most of domestic and foreign enterprises have paid attention to cost control. At present, our country’s infrastructure is accelerated gradually with relatively low per-capita average of natural resources. Therefore, strict control over construction cost is necessary in order to save energy and resources. Meanwhile, with the increasingly intensive competition, many enterprises are trying to lower their cost and improve their efficiency by means of cost control for their greater competitiveness. Through actual prictices, it is summarized that scientific research is the stage that occupies as high as 65% of the total project cost. This shows that the cost control in the stage of scientific research plays a key role in the cost control for the whole project. The paper looks into the cost control during the design stage of municipal drainage project, in an attempt to find out the basis and methods of cost control and optimization at the design stage of maunicipal drainage project. This thesis stands on the designing department's point, attempts to summarize a set of methods of cost control suits to the designing departments, helps enterprises improve manage level, realize the target of get more profit. On the other side, this thesis can also help the proprietor to control the cost entire cost of project. This thesis has conducted the systematic research on cost control of draining water design stage from theory to reality, has analyzed the current situation of domestic engineering design market cost control, has discussed the development of relevance theory in the stage of design and the insufficient of China in practice application to the advanced country, has summarized the related theories and methods and indexes as well as appraisal standards.This thesis has also studied the construction project design stage, how to use theories such as value engineering and deviation analysis to optimize the plan, as well as estimate, budget price control management. And finally, this thesis has conducted the research to draining water item design stage cost control in reality application, proposed some control cost methods in the optimization design stage, showed the research results of all kinds of methods, pointed out insufficiency, provided a few bases to control engineering cost in optimizing design stage.
