中文摘要：	随着天津市的快速发展，城市基础设施的投资规模已呈现出跨越式的发展态势。通过不断摸索，项目决策论证、建设实施、投入运营各阶段机制都比较完善，但后评估机制比较缺乏。通过对建成项目的后评估，来指导新建项目的决策及建设管理，成为急需解决的问题。本文以咸阳路污水处理厂作为政府投资的经营性城市基础设施建设项目的代表，根据项目后评估的相关理论，紧密结合咸阳路污水处理厂实际情况，在充分调查研究咸阳路污水处理厂项目从决策阶段、准备阶段、实施阶段到运营阶段的文字档案资料、现场实际情况，并在合理预测的基础上，运用多种评价方法，从项目实施过程、项目效益、项目影响、项目目标及可持续性四大方面对咸阳路污水处理厂项目作出后评估研究，对该项目的目标决策、项目质量控制、进度控制、投资控制、运行管理、财务及经济效益、环境及社会影响、目标实现度及可持续性等做出客观、科学的评价。从实践中发现问题、寻找出路、解决问题，并在现有知识体系的基础上寻求新的切入点，力求从理论研究中有所突破，使其对政府投资基础设施项目建设具有一定的借鉴作用，提高理论方法的可操作性，有助于加强固定资产投资项目的管理，完善投资决策机制，提高政府企业投资决策水平、资金运行效和投资效益。
英文摘要：	With the rapid development of Tianjin city, city infrastructure investment has presented the development by leaps and bounds. Through continuous exploration, project decision demonstration, construction, investment in each stage of the operation mechanism is perfect, but post assessment mechanism lack. Assessed by the completion of the project, to guide the decision-making and management of new projects, has become the urgent problem to solve. This thesis takes Xianyang Road sewage treatment plant as a representative of the government investment management of city infrastructure construction projects, according to the theories of post project evaluation, combined with the actual situation of sewage treatment plant of Xianyang Road, in the project of sufficient investigation and research, Xianyang Road sewage treatment plant from the decision-making stage, preparation stage, implementation stage to operation stage of the text file data, the actual situation in the field, and on the basis, using a variety of evaluation methods, evaluation of the implementation process, the project benefit, project, project objectives and sustainable development of the four aspects of Xianyang sewage treatment plant project from project is made, on the goal of the project decision-making, project quality control, progress control, investment control, operation management, financial and economic, environmental and social impact, to achieve the goal of sustainability and make an objective, scientific evaluation. To find and solve problems, to find a way out of problems, from practice, and seek new breakthrough point in the existing knowledge base system, the theoretical research breakthrough, enable it to have the certain reference role for government investment in infrastructure construction, improve the theory of the operation, help to strengthen the investment in fixed assets project management, improve the investment decision-making mechanism, improve the government investment decision-making level, capital operation efficiency and the benefit of investment.
