中文摘要：	新城作为解决城市扩张问题和探索城市发展模式的一种新的手段和措施，已经在全世界尤其是西方发达国家进行了从理论到实践的诸多探索和梳理。长期以来，城市开发者及城市规划师们一直在不断地探索着未来城市的发展模式和发展理论。新城开发是一项大的系统工程，是由众多的子系统组成的一个复杂系统，不同于任何的单一地块开发，从大的流程上讲他包括了土地的一级开发、土地二级开发、市政公用设施和公共生活的配套建设等因此，新城的开发具有不确定因素众多，风险大，投资规模大，环境和社会影响大等特点，因此有必要对新城开发建设进行有效和可行的规划，而科学有效的规划方法就成为新城开发的重要环节。中国新城建设的过程和规划思路还不是十分成熟,受到政府行为和市场行为的双重影响，具有较大的不确定性，这就更加要求我们在新城建设开发前期，必须要对新城的开发方向即建设目标有一个明确的规划，从而指导新城的一切建设活动，确保建设成的新城能够按照我们预期的目标发挥它的作用。论文正是基于这一出发点，通过对新城开发项目的整体规划定位和对于专项规划的系统分析从而得出行之有效的而这一过程中规划内容的完善及规划方法的合理又显得尤为重要，但是城市规划方法与其它方法不同，它不像自然学科一样只涉及到一个专门的科学领域，其相关的理论不能够通过某一个专门的学科教育来传达。因此人们不能将城市规划简化成一种自身拥有论据的方法，正是基于此问题，本文提出了系统分析的方法，通过项目设计与计划的方法对新城的规划影响因素进行逐个分析，从而形成新城的规划方案，力求使新城的规划尽可能的科学合理和具有可行性。
