中文摘要：	随着我国加入了WTO世贸组织，市场经济得到了不断的发展与完善，国际建筑企业纷纷登陆中国市场，国内建筑企业的竞争日益剧烈，国内的建筑施工企业要完全适应市场经济发展的形势。当前，建设者对建筑产品的质量要求越来越高，社会上很多工程质量事故被媒体相应曝光，这就使施工质量问题越来越成为社会大众关注的焦点。所以，如何提高建设施工质量管理水平，如何提高工程施工质量水平，满足业主对项目产品的要求，成为现今施工企业市场竞争的重要砝码，同时也保证了建筑施工企业的可持续发展目标的实现。 为了满足社会经济的快速发展，越来越多的公路需要维修改建。本文主要以天津市金钟公路维修改建工程为案例，首先对公路维修改建工程施工质量管理的独特性进行了分析，提出了公路维修改建工程施工质量管理中存在的问题，给工程质量带来的影响。其次，针对施工质量管理中出现的诸多质量问题，以金钟公路维修改建工程为例，对项目施工质量管理计划的编制过程进行了阐述，包括质量计划编制的程序、金钟公路维修改建工程质量计划的编制准备、编制过程、质量计划的实施、检查、调整与总结等工作；又介绍了金钟公路维修改建工程的施工质量保证，包括建立完善金钟公路维修改建工程质量保证体系、并配备合格和必要的资源、金钟公路维修改建工程质量改进活动的开展等；最后又详细的阐述了施工质量管理的控制，包括金钟公路维修改建工程的阶段性质量控制、重点施工工序的质量控制以及施工质量，进度与成本的协调控制等内容。本文总结分析了现代项目施工质量管理的管理方法和基本过程。总结出应用于项目质量管理方面的一些经验和成果，同时根据近些年来工程项目施工中出现的某些质量问题，提出了一些宝贵的解决建议。为工程项目在施工阶段中的质量管理工作描绘出了一个基本的框架结构，并能在一定程度上指导现实中的工作，对工程施工质量管理工作具有一定的应用实践作用。 关键词：施工质量管理 质量计划 质量保证 质量控制
英文摘要：	With China's access to the WTO, market economy has been developing and improving, international construction companies have landed in the Chinese market, the domestic construction enterprises have fierce competition, construction enterprises should fully adapt to the market economy development situation. Currently, builders have higher and higher requirement of the construction product quality, a lot of engineering quality accidents have been exposed corresponding by the media, which makes the construction quality problems the focus of society. Therefore, how to improve the construction quality management level and improve the construction quality as well as meeting the owners requirements of the project products has become an important weight in the construction enterprises in market competition, it also ensures the realization of the goal of sustainable development of construction enterprises. In order to meet the rapid development of social economy, more and more highways need repairing and rebuilt. This paper mainly takes Tianjin City Jin Zhong highway reconstruction project as the case, Firstly; it analyzes the uniqueness of the construction quality management of the highway repair reconstruction and puts forward the existing problems in the management of engineering construction quality of highway reconstruction and its impact on project quality. Secondly, in view of many quality problems appeared in the management of construction quality, taking Tianjin City Jin Zhong highway reconstruction project as an example, this paper also describes process for the preparation of construction quality management plan, including quality planning, Tianjin City Jin Zhong highway reconstruction project quality plan preparation, processing and the implementation, inspection, adjustment of the quality plan. It also introduces the construction quality assurance of Tianjin City Jin Zhong highway reconstruction project, including the establishment of the highway’s quality assurance system, being equipped with qualified and the necessary resources, carrying out the highway’s quality improvement activities and so on. Lastly, it detailedly describes the control of construction quality management, including stage of quality control, Quality control of key construction process, coordinated control of schedule and cost and the construction quality of Tianjin City Jin Zhong highway reconstruction project. This paper summarizes and analyzes the construction quality management methods of modern project management and the basic process. It gives a brief summary of some experience and achievements applied to the project quality management. Moreover, according to some quality problems appeared in project construction in recent years, the paper puts forward some valuable suggestions and depicts a basic framework for the engineering project in the construction stage of quality management work, it can also guide the practical work to some extent and have the application practice of quality management in engineering construction Key words : Construction quality management, quality plan, quality assurance, quality control
