中文摘要：	国家医药卫生体制改革涉及药品生产、分配、交换和消费的各个环节，对药品流通具有特别重要的主导作用。建立与医改相适应的药品流通体系，是深化医疗卫生体制改革、保障人人享有基本医疗卫生服务、推进和谐社会建设的基本内涵和重要保障。《中共中央国务院关于深化医药卫生体制改革的意见》确定了我国新一轮医药卫生体制改革的总体模式及各项政策，加快建立与医药卫生体制改革相适应的药品流通体系，是药品流通行业面临的重要社会责任和难得的发展机遇，是促进药品流通行业又好又快发展的迫切需求。 本文全面分析了我国药品流通体系的形成过程，科学界定了新形势下我国药品流通行业的功能定位及发展趋势，深入揭示了我国现代药品流通方式的创新成果及存在的问题，总结了具有典型意义的新鲜经验，全面提出了新形势下我国药品流通体系总体战略思考和对改革与完善我国药品流通体系提出了一些政策建议。本文还把药品流通体系建设置于医疗卫生体制改革的大背景和大前提下进行了研究，按照药品流通体系必须服务和服从于医疗保障体制的改革与发展总体思路，提出了与医改相适应的药品流通体系建设的总体思路、基本原则、目标模式、体系建设和政策建议，梳理出了新时期药品流通体系的根本特点和要求。同时，本研究内容还把药品流通的特殊性、公益性与商品性有机联系起来，把我国各阶段历史经验、外国各不相同的模式、我国医改及药品流通的实践有机联系了起来，把药品生产、流通、消费及医疗机构各个环节有机联系起来，把政府监管、市场机制与主体行为各个方面的不同作用有机联系了起来，具有一定的系统性、关联性和互动性。

The establishment of the pharmaceutical distribution system to adapt to the health care reform, medical reform, to guarantee universal access to basic health services, and promote the basic content and an important guarantee for building a harmonious society. "The CPC Central Committee and the State Council on Deepening the views of the medical and health system” to determine the overall pattern and policies of China's new round of medical and health system, speed up the establishment of the pharmaceutical distribution system to adapt to the medical and health system, the pharmaceutical distribution industry is facing important social responsibility and a rare opportunity for development is an urgent need to promote sound and rapid development of the pharmaceutical distribution industry. Comprehensive analysis of China's the pharmaceutical distribution system formation process, the scientific definition of the functional orientation and development trend of the new situation of China's the pharmaceutical distribution industry, in-depth reveals the way innovations of modern the pharmaceutical distribution and existing problems, summed up the typical experience, fully under the new situation of China's the pharmaceutical distribution system overall strategic thinking and made a number of policy recommendations for reform and improvement of China's the pharmaceutical distribution system. This article also placed in the broader context of the reform of the health system and under the premise of the pharmaceutical distribution system were studied, in accordance with the pharmaceutical distribution system must serve the general idea and subordinate to the medical security system reform and development, with health care reform to adapt the general idea of the pharmaceutical distribution system, basic principles, target mode, system and policy recommendations, to tease out the fundamental characteristics and requirements of the pharmaceutical distribution system in the New Period. At the same time, the special nature of the pharmaceutical distribution, public welfare and commodity organic linking of various stages of the historical experience of the same pattern, foreign, China's medical reform and the pharmaceutical distribution practice organic link up, drug production, circulation and consumption, and medical institutions in all aspects of organic link, government regulation, market mechanisms, and the behavior of the different roles of the various aspects of organic link up with certain systemic relevance and interactivity.
