中文摘要：	随着市场恶性竞争日益严重，加之劳务成本陡增，利润摊薄，建筑企业尤其是施工企业面临经营模式的转型升级。PPP模式自上世纪80年代进入中国，以政府和企业双方互惠共赢为特征，带来了基础设施供给和项目融资的全新革命。国内众多具有丰富建造经验的实力承包商，特别是国企，纷纷以私营部门身份参与到PPP项目投资领域，他们从政府取得特许权协议，进行基础设施项目的融资、设计、建造、经营和维护等，抢占建筑市场产业链高端。高收益也意味着高风险，投资决策至关重要，其结论直接决定了投资的成败。因而，如何运用科学的评估理论和方法，对企业和项目两个层面进行全面、系统和准确的评估，是“私营方”PPP项目投资决策的核心工作。 本文以国有特大型施工企业C局为例，研究其PPP项目投资决策评估体系问题。研究分为两个阶段，首先识别并梳理了C局PPP项目投资决策的流程，随后建立了企业层面的战略评估和项目层面的财务评估“双轨评估”体系，通过SWOT列表分析、财务评估、敏感性分析等方法，评估了企业自身参与PPP项目的优劣势和反映项目盈利能力的财务指标。总体上，本文是对工程项目投资这一涵盖工程、管理和金融多重学科领域的一次探索研究，力求构建一套科学可信的PPP项目投资决策战略评估和财务评估体系，希望通过本文研究为施工企业或其它“私营方”参与PPP项目提供参考。
英文摘要：	As the market malignant competition is becoming serious, combined with rising labor costs and diluted profit，construction enterprises especially the building-construction enterprises are facing the transformation and upgrading of business model. Since the PPP mode entered China in the '80s, mutually beneficial and win-win for both the government and enterprises, which brings a new revolution to the infrastructure supply and project financing. Many domestic building contractors which owning rich experience of construction , especially the state-owned enterprises, participate in the PPP investment project field as the private sectors one after another, which get the concession agreement from the government and conduct the infrastructure project’ s financing, designing, construction, operation and maintenance etc. to seize the high-end construction market industry chain. High yield also means high risk, so the investment decision-making is essential，the conclusion directly determines the success or failure of the investment. Consequently, how to use scientific evaluation theory and method to make a completely, systematically and precisely evaluation to the enterprises and projects is the core work to the private sectors on PPP project investment decision-making. This thesis is taking an engineering Bureau of Large-sized state-owned construction enterprise as an example to research the PPP project’s investment decision evaluation system problem. It’s divided into two phases, first identify and combed the PPP project investment decision-making process, then established the “double evaluation " system, the strategic evaluation on the corporate level and the financial evaluation on the project level, by the methods of SWOT list analysis , financial evaluation, sensitivity analysis and so on ,the system evaluates the strengths and weaknesses of enterprise own participate in the PPP project and the financial indicators reflecting the project profitability. On the whole, this thesis is a multiple study including engineering, management and finance, and it attempts to build a set of scientific and credible evaluation system of PPP project investment decision-making on strategy and finance to provide a reference to the construction enterprises or the other private sectors in participate with the PPP projects.
