中文摘要:医疗卫生事业是一项重大民生问题,也是全民关注度最高的一个问题,提高全民的医疗卫生技术水平,是全面建设小康社会和构建社会主义和谐社会的题中应有之义。所以说,加快推动医疗卫生事业的发展,就是要加快医疗体制改革,提升医疗单位的核心竞争力。科学是基础,人才是关键,医疗技术水平的提升需要人才,人才是核心竞争力,因此,提升医院的竞争力,必须加强人才队伍的建设,以适应新的形势发展,迎接新的挑战。本文紧紧围绕解放军总医院海南分院人才队伍建设这个中心,以课堂所学相关理论知识为依据,运用调查研究与其它研究资料相结合、理论与实践相结合的方法,立足于异地办院的特殊情况,对解放军总医院海南分院人才队伍建设的策略展开研究,这是很有理论意义和实践意义的研究课题。论文正文共分五个部分:第一部分是绪论,阐述本文的研究背景、研究方法和研究内容及意义,为论文深入研究作铺垫。第二部分对解放军总医院海南分院人才队伍的现状进行梳理和分析,包括人员抽组阶段和开诊以后的人才队伍建设的基本情况。第三部分针对目前人才队伍现状存在的问题,查找相关原因进行探析。第四部分提出相关有力的对策措施或建立相关的人才管理机制等,借鉴成熟经验,推动解放军总医院海南分院人才队伍建设科学持续发展。第五部分为本篇论文的结论部分。 
英文摘要:The medical and health cause is a major livelihood issues, and also the issue be highest concerned. Improving the medical and health conditions is one of the key task in the process of construction of the moderately prosperous society and harmonious society. Therefore, fasten the development of medical and health industry is to fasten the reformation of the medical system and improve the core competition of the medical institutions. Science is the basic factor, and talent is the key factor, the improvement of the medical technology require talents, talents are the core competition factor. Therefore, improving the competition ability of the hospital require critically the talents, in order to follow the new social situation and meet the new challenges. This thesis discuss the key issue of talent team construction for the HaiHan Branch of PLA General Hospital,and base on the relevant theory knowledge, use the survey and research and other materials, as well as the combination of theory and practice; In the special situation of operating a hospital in another city. Focus on the survey of talent team construction for HaiHan Branch of PLA General Hospital , which with both theory and practical meaning. The thesis contains with five parts; The first part is the introduction, stating on the research background, research methods and research content and meaning, preparing for the further research of the thesis. The second part analyze on the current situation of the talent team construction of HaiHan Branch of PLA General Hospital. including the staff assignment period and after the opening of the hospital for the talent team construction.The third part focus on the problems of the current talent team construction, find the relevant reasons and analyze. The fourth part focus on the strategies and talent training system, learn from the successful experience, and driving the development of the talent team construction scenically and continuously for HaiHan Branch of PLA General Hospital.The fifth part is the final conclusion of this thesis.
