中文摘要:在军队系统中建立和使用非现役文职人员(以下简称文职人员)制度,是中央军委在新时期推进军队建设的一项重大战略举措。从2005年6月国务院颁布的《中国人民解放军文职人员条例》到2006年文职人员条例正式实施以来,文职人员在现役军队中已成为医院密不可分的中心骨干力量。搞好文职人员的使用及管理,将有利于推动各项工作的顺利完成。在军队体制编制改革的形势下,认真对待文职人员的待遇及生活,已成为目前军队必须长期研究的课题。只有理清思路,转变观念。用发展和改革的方法,解决好文职人员的实际问题和困难,才能确保高质量的完成医疗保障任务,才能建设一支充满活力、多元化和高素质的文职人员队伍,才能不断地为军队的现代化建设而贡献出他们的智慧和力量。军队医院系统工作人员文职化已经是大势所趋,军队医院中,文职人员所占的比例在逐年增多,但对其管理的研究尚较少,如何建立并完善文职人员的工作制度和管理体制,对担负繁重医疗、教学、保健、战备任务的军队医院,当前显得尤为迫切。本文对军队医院的文职人员管理现状进行剖析后发现,目前,对文职人员的管理中,在思想认识、管理模式、激励约束机制等方面均存在不足。本文通过回顾分析国内外军队医院文职人员管理现状,针对A军队医院的四个典型科室的文职人员进行问卷调查,分析文职人员工作生活中存在的实际问题,结合作者自身多年干部管理经验,针对性地提出A军医院文职人员管理的基本任务,并提出优化医院文职人员管理的相应对策。以现有的军人管理条例、规定为依据,树立以人为本的理念,以科学发展观为指导,建立规范明确的文职人员招聘制度,突出文职人员在临床、护理工作中的骨干作用,建立文职人员绩效考评机制,辅助并引导文职人员进行早期职业生涯规划并给予规范化的在职培训,使文职人员尽快地适应了新岗位的工作和生活环境。为军队医院文职人员管理纳入规范化、制度化、科学化的轨道建言献策。 
英文摘要:Setting up the non-military civilian personnel system is a significant strategy taken by the Central Military Commission to carry forward the modernization of the army nowadays. After < The Regulations of the Chinese PLA Civilian Personnel Management> issued by the State Council in June 2005 and officially effected from 2006, the civilian personnel in the army has been playing a very important role in the army hospital. The appropriate allocation and management of the civilian personnel will help with the completion of the missions smoothly. As the army is undergoing the system reform, seriously thinking about the welfare of the civilian personnel has become a long term issue to be studied. Changing mind and solving the problem for the civilian personnel by using the view of reform and development is the only way to ensure providing of the high quality medical security, and set up a vibrant, diverse and high standard civilian personnel team and constantly contribute to the army hospital modernization. The non military civilian personnel in army hospital have become a trend. Its proportion is increasing every year. But the study of the management is still not enough. How to establish and improve the management system of the civilian personnel is becoming particularly urgent for the army hospital with the mission of medical treatment, teaching work, health care and military security. The dissertation analyzes the current situation of management of the civilian personnel in army hospital and finds that there are still many problems existing in people cognition, management model and incentive system.With the review and analysis of management of the civilian personnel in army hospital in China and abroad, and referring the survey of the four typical departments, and combining with the many years management experience, the author analyzed the working and living problems of civilian personnel and pointed out the basic tasks of the management of the civilian personnel in army hospital and gives the countermeasures. According to the existing soldiers Management Ordinance, basing on the concept of people oriented and the scientific development, the author proposes to set up a standardized recruitment system and emphasizes the role of the civilian personnel in the clinical care, and establish the civilian performance evaluation mechanism,help and guide the civilian personnel with their early career planning and job training to make the civilian personnel adapt to the new position of the working and living environment quickly, and gives the suggestions on putting the management of civilian personnel into a standard, institutional and scientific orbit.
