中文摘要：	目前，国内异地新建医院的案例较少，更缺乏专门从事异地新建医院医疗建设研究的医疗机构或政府机构。由于异地新建医院医疗工作的展开与进行有其自身的特点，因此，有必要对这一类型研发项目的管理方法展开研究和探讨。通过从全过程角度对解放军总医院海南分院医疗建设项目方法的概括和总结，可以用来指导其它单位从事此类项目的研发工作，避免研发过程中的风险和提高研发成功率。本文正是在以上背景下展开研究的。本论文的研究内容主要包括以下几个方面：首先，在本研究第二章对项目管理理论、项目生命周期理论、项目管理过程理论以及项目后评价理论进行了归纳和评析，为后续研究提供了坚实的理论基础和方法指导。其次，在本论文的第三章，笔者对异地新建医院——解放军总医院海南分院医疗建设项目的独特性进行了分析，为充分认识这一类型研发项目的特点奠定了基础。随后，在本论文的第四、五和六章，笔者从项目全过程角度出发，对解放军总医院海南分院医务工作展开和管理的启动、规划、实施、控制等各阶段的项目管理方法进行了全面的归纳和总结，此部分的研究能够用来指导开展实践工作以及丰富与充实相关理论和方法。最后，笔者对本论文的研究结论进行了总结，并指出了本论文的研究不足以及未来的研究方向。
英文摘要：	There are few cases about off-site construction of a new hospital, and fewer medical institutions or government agencies to do this research. Due to its own characteristics of off-site new hospital, it is necessary to study and discuss the management methods of this type of research and development (R&D)projects. By making Summary and Conclusion about the Hainan Branch of the People's Liberation Army General Hospital medical construction projects from the perspective of the whole process, we can guide other units engaged in such R&D projects to avoid the risk and improve the success rate of R&D process. This article is based on the above background. This thesis mainly include the following aspects: First, in the second chapter of this study, the theory of project management, project life cycle theory, the theory of project management process and project evaluation theory are summarized and analyzed for further study as solid theoretical foundation and methodological guidance. Secondly, in the third chapter of the thesis, we analyzed the unique nature of the medical construction projects of the off-site new hospital - the Hainan Branch of People's Liberation Army General Hospital, laying the foundation to fully understand the characteristics of this type of R & D projects. Subsequently, in the IV, V and VI chapter of the thesis, we summarized the project management methods through various construction stages of the Hainan Branch Hospital. This part of the study can be used as a guide to carry out practical work, as well as rich and fulfilling relevant theories and methods. Finally, we summarized the conclusion of our study, and pointed out the lack of this thesis and future research directions.
