中文摘要：	军队医院经历着数十年的建设和发展，不仅能够保障军队官兵的健康和战争的需要，在和平时期也承载着反哺社会的功能，目前军队医院在驻地均成为首屈一指的大型医疗机构，为当地百姓提供着优质的医疗服务，军队医院不仅要讲求军事效益、社会效益，而且要在提高医疗质量，扩大医疗服务的前提下，以合理的医疗收入、资金消耗和物质消耗，取得较好的经济效益。军队医院财经工作作为单位经济运行的核心，提高军队医院经济运行质量有着重大的经济意义。目前军队医院在统筹协调，管理机制，资金筹措等方面,或多或少存在一些问题，导致军队医院经济运行未达到高效高质，本文试图从军事效益、社会效益、经济效益三个方面入手，利用评价的理论方法建立相应的指标来评价军队医院经济运行质量，并运用建立的指标评价体系，来分析A院一个时期的数据，从而得出提高军队医院经济运行质量的具体措施。论文在继承前人研究成果的基础上，采用系统建模的方法，对军队医院经济运行质量进行了深入研究。主要创新之处在于：一是构建了军队医院经济运行质量评价体系结构，本文提出了以军事效益为根本，以社会效益为方向，以经济效益为基础，统筹兼顾，实现综合效益最大化的目标体系。二是建立了军队医院经济运行质量评价指标体系，并运用定性和定量相结合的方法，探讨了构建军队医院经济运行质量评价模型的思路。
英文摘要：	With over a decade of years’ construction and development, military hospitals can not only protect the health of soldiers at war but also carry the function of serving the civil in peace time. At present military hospitals become one of the leading medical institutions in local regions, which provides high-quality medical service for the local. As the core of economic operation, financial work is of great significance to the quality improvement of economic operation at military hospitals. However, the economic operation at military hospitals may have some problems, leading to the unsatisfactory quality and efficiency in the economic operation. Under such circumstances, the article intends to establish the appropriate indicators to evaluate military hospitals economy from such aspects as military benefits, social benefits and economic benefits, and based on that, an evaluation index system is to be set up to analyze the data of a hospital for a period, so that concrete measures can be worked out to improve the quality of economic operation of military hospitals. Military hospitals should carry its missions to meet the changes in the new era, provide good service for people of different kinds so as to meet the needs of healthcare, prevention and rehabilitation. Besides, they should take into account the economic benefits of high-quality and efficient development to achieve the aforementioned three benefits. Paper inherit the results of previous studies based on system modeling method, conducted in-depth study of the military hospital quality of economic operation. The main innovation lies in: First, put together the economic operation of the relevant literature in the military hospital, according to the dynamic, integrated concept of thinking, focusing on the evaluation of the internal logic of the military hospital quality of economic operation, based on the theory combined with practical experience and improve personal understanding of the economic management of the military hospital. The second is to build a military hospital quality of economic operation evaluation system proposed in this paper as a fundamental military effectiveness, taking into account the social benefits, to maximize economic benefits of the target system. Third, the idea of a military hospital economic operation quality assessment model. And the use of the analytic hierarchy process and expert scoring method to explore the idea of building a military hospital assessment of the quality of economic operation model.
